    Overview

 

UNC will host its second Thursday night football game on October 17, 2013.  Because the game will be nationally televised by ESPN, the event is considered to be a premiere opportunity to showcase both the University and Chapel Hill on national television. 

 

Because of the high profile nature of the game, and the logistical issues of hosting during a weeknight, a special task force was formed at the time of the schedule release.  The task force has been working for months to address the challenges which could impact the University community, UNC Hospitals, the Town of Chapel Hill and the surrounding areas.

 

While the game will occur during Fall Break, officials recognizes the need for “out of the box” planning and coordination in order for the event to run smoothly.  Consequently, the task force has met with and will continue to meet with a vast number of individuals and entities with extensive expertise in their respective fields.  The ultimate goal of the group is to make the day and evening run as smoothly as possible for everyone in the surrounding area. 

 

During the planning process, the task force engaged and continues to engage with a variety of departments and/or agencies.  The following agencies, among others, have been or will be directly and indirectly involved with the overall planning:

 To help alleviate anticipated traffic congestion and frustration on the part of the campus community and the Chapel Hill community, UNC Health Care has made the decision not to schedule clinic appointments on and surrounding campus beyond 3 p.m.  The University is strongly encouraging University employees and students to utilize flex schedules or leave time in order to vacate campus by or prior to 3 p.m.  For additional information about work time and leave options, contact your School/Division HR Office.

 

The following is a summary of the timeline of operations for Thursday afternoon / evening.  It DOES NOT include information pertaining to all parking lots.  For specific parking lot information, please review the sections on weekday and game night parking.  

 

Timeline Overview

 

Comprehensive communication plans for the various entities continue to be developed and implemented in various stages and will continue to be implemented until October 17th.  As part of the overall communication plan, detailed parking and traffic information will be disseminated to the University community, the Chapel Hill community, UNC Hospitals’ patrons and staff and football fans through all relevant options (e.g. websites, parking lot signs, posters, email, listservs, TV, radio, etc.).  Roadway message boards will scroll traffic information at intervals beginning September 16, 2013, including the week leading up to October 17, 2013. 

 

2:30 p.m.        Traffic Control Operations begin

    General Traffic Information

UNC Public Safety and area Emergency Officials anticipate traffic will peak at several different times on October 17, 2013.

 

  • Outgoing hospital and campus traffic is expected to be heavy between 3 p.m. and 5 p.m.

 

  • Normal Chapel Hill community weekday business traffic is expected to be heavy between 4 p.m. and 6 p.m.

 

  • Inbound football traffic is expected to be heavy between 5 p.m. and 8 p.m., with the heaviest traffic occurring between 5:30 p.m. and 7:45 p.m. 

 

  • Outbound football traffic is expected to be heavy between 11:15 p.m. and 12:45 a.m. 

 

Consequently, traffic control operations will commence as early as 2:30 p.m.  At that time, the State Highway Patrol, local Police agencies and a variety of auxiliary Traffic Control Staff will begin monitoring and directing traffic as necessary at several key intersections.  The objective will be to move traffic as efficiently and effectively as possible, giving priority to emergency vehicles, mass transit (buses), and the most congested roadways throughout campus and the local community.  Traffic posts will reach as far as Interstate 40 at US 15 and US 501, Interstate 40 at Highway 54, and Interstate 40 at Highway 86.

 

Road Restrictions:

 

Restricted access tentatively includes the following roadways and will begin as early as 2:30 p.m. to coincide with the massive traffic control operation:

 

·         Mason Farm Road from Fordham Boulevard to East Drive (2:30 p.m. – 8:30 p.m.)

·         Purefoy Road from Columbia to Mason Farm Road (2:30 p.m. – 8:30 p.m.)

·         Oteys from Fordham Boulevard to Mason Farm Road (2:30 p.m. – 8:30 p.m.)

·         Finley Golf Course Road from Highway-54 to Fordham Boulevard (2:30 p.m.-8:30 p.m.)

 

·         South Road from Columbia to Country Club (4 p.m. – end of post-game traffic)

·         Stadium Drive from South Road to Ridge Road (4 p.m. – end of post-game traffic)

·         Raleigh Street from Cameron to South Road (4 p.m. – end of post-game traffic)

·         Ridge Road, Manning end only (4 p.m. – end of post-game traffic)

 

Most of the roadway restrictions are being put in place to help emergency response to the area surrounding campus, but most will also serve as alternate routes for mass transit. 

 

In addition to roadway restrictions, campus egress traffic may be sent in specific directions.

 


 Campus Employee Daytime Parking

With the exception of the Loudermilk Lot, campus daytime parking will operate as normal from 7:30 a.m. until 3:30 p.m. on Thursday, October 17, 2017.  Weekday permits will be honored and weekday parking will be available until 3:30 p.m. 

Beginning 3:30 p.m., selected parking lots on campus will convert to game night parking operations.

The use of each lot will vary, as will the time of clearance.  Thus, permit holders should pay careful attention to email alerts and lot entrance signs as game night approaches.

Lots Reserved for Game Night Parking Beginning 3:30 p.m.:

Vehicles remaining in the 3:30 p.m. designated lots will be towed at the expense of the owner.  The following parking lots convert to reserved game night parking at 3:30 p.m.:

Campus Employee

Game Night Parking

(5:30 p.m. Thursday – 7:30 a.m. Friday)

Every effort has been made to ensure employee parking for the evening of October 17, 2013 is maintained as much as possible.  Numerous lots will be reserved for working employees with valid parking permits, UNC Hospitals credentials or UNC 2013 Special Event Employee parking permits.  Departmental Parking Coordinators may contact UNC Public Safety to make arrangements for parking permits for critical working temporary or permanent employees without employee permits.  Only requests made by Departmental Parking Coordinators will be processed.  Requests by individual employees will not be processed.  Parking Coordinators may make requests via the website by utilizing this link:

The following lots are reserved specifically for employees reporting directly to work and not attending the football game:

Although a few of the off-campus lots become part of the football park and ride operation, most off-campus lots will remain available as normal to second and third shift staff.  For example, Co-generation, Physical Plant, Frank Porter Graham, and Hedrick Building lots will not be used at all for football operations.  R1/R2 Overflow lot will be used for campus shift employees. 

 

 

 

 

 

 


    Hospital Parking & Shuttles

UNC Hospitals will still be open and function as normal. 

 

The Medical Center will remain open and function as normal so staff, patients and visitors are not displaced as a result of the Thursday night football game.  To reduce potential traffic conflicts, most campus based clinic schedules will end at 3PM and patients and staff should be exiting campus by 5:30PM. 

 

The Dogwood Deck (Visitor and Patient Deck) is reserved for visitors, patients and incoming night staff, and will not be used for football fan parking. 

 

The Dogwood Deck will be screened and reserved for hospital patient/visitors, beginning as early as 6 a.m. and as late as 8:30 p.m.  This action will help ensure parking for working hospital staff with proper credentials arriving for work between 2:30 p.m. Thursday and exiting by 9:30 a.m. on Friday. 

 

Additionally, the Children’s, Women’s, and Cancer Hospitals valet lots will not be used for game night fan parking.

 

Chapel Hill Transit will adjust schedules to accommodate the needs corresponding to the 3 p.m. clinic appointment change.  Despite the shift, Chapel Hill Transit will also maintain their normal bus schedules later in the evening.

   Student Parking

Resident Student Lots WILL OPERATE AS THEY NORMALLY DO ON FOOTBALL SATURDAYS.  Monitors will be positioned at the entrance to resident lots and will not allow anyone without a valid lot football game permit to park in the resident lots. 

K, L and M permits will be valid on October 17th only until 3 p.m.  Valid game day permits will be required beginning 3 p.m. and violators will be towed at the owner’s expense. 

Additionally, even though Fall Break officially begins at 5 p.m. on October 16th, parking restrictions will be in effect as normal on Wednesday evening, October 16th, during the day of October 17th and on Friday, October 18th.  Therefore, students are TREMNDOUSLY ENCOURAGED NOT to bring vehicles to campus. 

Note:  Chapel Hill Transit may or may not operate as normal on Thursday and Friday of Fall Break.  Check Chapel Hill Transit’s website for up to date information.

After 3 p.m., students who must come to campus to conduct academic business, may park in the Emerson Drive or Davis Drive Lots, if space is available. 

Graduate students working on experiments or having some other type of academic business between 3 p.m. and midnight on Thursday, October 17th, may arrange parking by contacting the Parking Coordinator in their respective Graduate School Program and having the Graduate School Program Parking Coordinator contact the Event Services Division or via the special event on-line request form http://www.dps.unc.edu/Forms/specialevents/allspecialevents.cfm. Special Event permits of this type are for academic business only and not for game parking. 

 

 

 


Regular Weekday & Weeknight

 Chapel Hill Transit Shuttles

 

Chapel Hill Transit is in the process of adjusting their regular weekday and weeknight peak time schedules for the day and night of October 17, 2017.  At the request of the University and UNC Hospitals, CHT is preparing to add buses and adjust schedules to accommodate the shift in the timing of employee departures from campus and anticipated traffic delays. 

 

As part of the adjustment process, CHT has released its revised schedules for October 17, 2013.  The adjusted schedules takes into consideration:

 

  • The last scheduled hospital clinic appointment will be 3 p.m. 
  • The University’s end of day for first shift is encouraged to end at 3 p.m. 
  • 2nd and 3rd shift for both the University and UNC Hospital will operate as normal.

 

Adjustments:

Additional service will be provided on the CCX, CPX, JFX, PX and 420 Hillsborough Express routes, starting around 3:00 p.m. The A, CL, CM, CW, D, DX, F, FCX, HU, HS, G, J, N, NS, NU, RU, S, T, U and V routes will operate on their normal published schedules. While every attempt will be made to maintain schedules, CHT advises customers to expect delays due to traffic congestion and to allow extra travel time during the evening of October 17th.

To help accommodate the Tar Heel Downtown event on Franklin Street, CHT will detour the F and J routes along Rosemary Street between East Main Street and Columbia Street from 4:00 p.m. to 7:00 p.m.

Safe Ride buses will operate from 11 p.m. to 2:30 a.m., along regular routes and schedules.  Safe Rides will not operate on Friday, October 18th or Saturday, October 19th due to Fall Break.  Safe Ride is a service funded by the UNC-Chapel Hill Student Government for the safety of students.

 

The University, UNC Hospitals and Chapel Hill Transit are committed to ensuring bus services are maintained at least at the normal level of service. 

 

Although every effort is being made to maintain at least the normal level of service, riders should be prepared for delays caused by traffic congestion.  Advance planning and adjustments on the part of riders will make a positive difference on October 17th.

    Game Traffic Information

Game night vehicles should not attempt to arrive on the UNC Campus

prior to 5:30 p.m. 

 

Because UNC is not officially closing prior to 5 p.m., Parking Operations & Traffic Control Staff will need some time to prepare lots prior to 5:30 p.m.

 

Therefore, campus parking lots WILL NOT be available prior to 5:30 p.m.

 

Although the University is encouraging as many employees and students as possible to vacate campus and the campus roadways by 3 p.m., it is not Fall Break for most of the professional schools and some services will need to be maintained to support a variety of campus needs.  Consequently, normal second and third shift University Operations will be maintained. 

 

Additionally, with the exception of adjusted clinic hours, UNC Hospitals will function as normal.  During weeknights, three times more staff are on duty at the hospital than on football Saturdays.  Thus, some of the normal game day parking will not be available for this game.  Hospital patient care must be maintained at the highest level and to do so means making sure hospital staff, patients and visitors are not displaced as a result of this Thursday night football game.

 

Therefore, campus game night parking will be more limited than normal.  Thus, football patrons without football game night parking permits are encouraged to carpool or use Chapel Hill Transit Tar Heel Express Park and Ride Shuttles.

As part of the game night parking and transportation operations, vehicles may be asked to travel in a direction other than the one most preferred.  Patrons, students and/or employees may be restricted from entering certain lots or streets.  Traffic control studies have been conducted, a wide variety of emergency officials have been consulted and traffic patterns are set to best benefit the overall operational needs. 

Please heed the signs and requests of the parking monitors and traffic control personnel; they are in place to make the operation run as smoothly as possible.

The following roads are always restricted to special permits prior to games.  Vehicles without the proper UNC 2013 Football Parking Permit are not allowed access:

Restricted pre and post game roadways:

  • Ridge Road is restricted at Manning Drive and only Valid Permits for the Ridge Road Area will be admitted
  • Stadium Drive is one-way from South Road to Ridge Road
  • South Road is restricted at Columbia Street, except for buses and specific game permits such as "ST-Stadium Drive" Permits, or "Tar Heel Town Undergrad/Wilson" Permits or "BT-Bell Tower" Permits.

Restricted post game roadways: 

  • South Road is one-way east-bound from Columbia Street to Country Club beginning the 3rd quarter
  • Stadium Drive is restricted to exiting traffic and special buses
  • Ridge Road
  • West Drive from Manning Drive to Mason Farm Road

Helpful Hint:  Public Parking is best accessed via US 15/501 to Columbia Street and Manning Drive.  Patrons arriving from the Raleigh Direction may find US 64 to US 15/501 is a better route than utilizing I-40 to Highway 54.  Likewise, patrons arriving from the Durham area on US 15/501 would be better served to stay on US 15/501 to Columbia Street exit to Manning Drive, rather than entering campus along Raleigh Road or Manning Drive at US 15/501.  Most of the public parking is positioned along the Columbia Street end of Manning Drive.

 

 

 


   Tar Heel Express Shuttles

Tar Heel Express will operate as normal on October 17, 2013.

Due to anticipated congestion on campus and nearby roadways, UNC highly suggests fans take advantage of park and ride services provided to Kenan Stadium. Chapel Hill Transit (CHT) will provide Tar Heel Express shuttle service on Thursday, October 17, 2013, for the North Carolina football game against Miami, scheduled for 7:45 p.m. at Kenan Stadium. Shuttles will begin at 4:00 p.m. from the Friday Center and University Mall (on the South Estes Drive side of Dillard’s) park and rides, and 6:30 p.m. from the Southern Village and Jones Ferry Road park and rides. The shuttles will provide continuous and fully accessible service, running every 10 to 15 minutes between the park and rides and Kenan Stadium. Shuttles drop off and pick up on South Road at Carmichael Auditorium and Woolen gym.

The University Mall shuttles will make stops at the Varsity Theater on Franklin Street and the Friday Center shuttles will make stops at the Naval Armory on South Columbia Street between 4:00 p.m. - 6:30 p.m. to serve the Tar Heel Downtown event.

Parking on the UNC Campus will be more limited than normal.

   Game Night Public Parking

Game night vehicles should not attempt to arrive on the UNC Campus

prior to 5:30 p.m. 

 

Campus parking lots WILL NOT be available prior to 5:30 p.m.

 

Parking on the UNC Campus will be more limited than normal due to weeknight work operations for both the campus and UNC Hospitals.  Less than ½ of the public parking spaces normally available on football Saturdays will be available for this Thursday night game.  Therefore, fans without valid game night permits, may want to consider riding the Tar Heel Express or taking advantage of Downtown Chapel Hill Parking.

Limited public parking will be available in the following lots beginning 5:30 p.m.  The fee for regular public parking is $10.00.  Exact change is appreciated because it decreases traffic congestion by allowing quicker handling of the change and thus quicker parking.  No more than one space per vehicle is allowed (including for tailgating purposes):   

·         PD- Cardinal Deck (approximately 400 spaces)

·         Manning Lot (approximately 250 spaces)

·         Jackson Deck next to Dogwood Deck (250 spaces)

·         General Administration (approximately 50 spaces); free shuttle provided

RV parking will be available at the Friday Center Park and Ride Lot off of NC Highway 54 Lot beginning 4 p.m. until 7:30 a.m. when campus returns to normal weekday operations.  RV patrons using this lot are expected to keep the number of spaces occupied to a minimum (no more than 6) and to clean-up any trash generated prior to departure. 

Public bus parking is designated on Bowles Drive near the Dean E. Smith Center as space allows (and as long as there are no conflicting events scheduled for the Dean E. Smith Center).  Should overcrowding occur, buses will be re-routed to the Friday Center Park and Ride Lot off of NC Highway 54.  Bus parking is $40 per bus.

   Disability Parking & Shuttles

Disability parking & shuttles will operate as normal from the Ambulatory Care Lot beginning 5:30 p.m., but shuttles WILL NOT operate to Tar Heel Downtown.

Parking

Patrons with state (any state) disability permits or plates may park in these spaces for the general public parking fee, which is $10.00.  Patrons without a state issued disability permit or plate may arrange for a special event disability-parking permit by contacting the UNC Department of Public Safety at least 72 hours in advance at (919) 962-3951 or via our website using the request form at http://www.dps.unc.edu/Forms/specialevents/allspecialevents.cfm.

The Ambulatory Care Lot is located off Mason Farm Road and Columbia Street.  Carolina Livery will provide shuttle service to and from the stadium and South Road for Tar Heel Town.   

Shuttles

Shuttle Service (vans and mini-buses) to and from the stadium will begin at 5:30 p.m. and operate until 10 minutes after kick-off.  They will resume service post game as the crowd and traffic allows.  Post game response times vary depending on construction traffic patterns and game traffic.

Due to the limited resources and the desire to provide the most efficient service possible to our patrons with disabilities, the shuttles may be restricted to our patrons with disabilities and 1 “caretaker” in the cases where patrons need additional assistance.  If the shuttles are abused by non-disabled patrons and this adversely affects the service to our patrons with disabilities and their caretakers, a ticket collection process will be put into effect whereby disabled patrons and their "1 caretaker" are given tickets to ride the shuttles and only shuttle ticket holders will be provided transportation.

As always, certain lots will be reserved for Educational Foundation and Athletic Department parking. 

However, game night vehicles should not attempt to arrive on the UNC campus prior to 5:30 p.m.

UNC will remain open and operational as normal until 5 p.m., when regular business operations close.  Employees will need time to get to their vehicles and authorities will need time to clear the parking lots.

   Driving Directions

Kenan Stadium, home of the UNC Football Team, is located off Highway 54 and South Road along Stadium Drive on the UNC Campus.  However, all parking along South Road and Stadium Drive is reserved and access to those roads requires a valid game day parking permit.  

Helpful Hints:  Public Parking is best accessed via US 15/501 to Columbia Street and Manning Drive.  Patrons arriving from the Raleigh Direction may find US 64 to US 15/501 is a better route than utilizing I-40 to Highway 54.  Likewise, patrons arriving from the Durham area on US 15/501 would be better served to stay on US 15/501 to Columbia Street exit to Manning Drive, rather than entering campus along Raleigh Road or Manning Drive at US 15/501.  Patrons arriving from Burlington and points south via I-85 and I-40 (traveling north and east) may find it easier to access campus via Highway 86 to Martin Luther King Boulevard then Pittsboro Street or via Highway 54 to Columbia Street. 

DPS highly recommends avoiding South Road and/or Manning Drive between 15/501 and Hibbard Drive when arriving for football games.  Most public parking is located off the Columbia Street corridor and Manning Drive. 

 

Public Parking Directions

There is no public parking immediately surrounding the stadium or on the north side of campus on home football game days.  However, Public Parking is available on campus in designated lots (see event map for directions).  

The Ambulatory Care Lot (Disability Parking) can be accessed by taking 15-501 to South Columbia Street and then taking South Columbia Street to Mason Farm Road (just prior to the intersection of Manning Drive and Columbia and Pittsboro Streets) and turning right onto Mason Farm Road or from Historic Airport Road (Martin Luther King Jr. Boulevard) to Columbia Street then turning right onto Cameron Avenue and left onto Pittsboro Street and then merging back into Columbia Street and turning left onto Mason Farm Road. 

The Cardinal Deck can be accessed by taking 15-501 to South Columbia Street and then taking South Columbia Street to Manning Drive and turning right onto Manning Drive then turning right onto West Drive or by taking from Historic Airport Road (Martin Luther King Jr. Boulevard) to Columbia Street then turning right onto Cameron Avenue and left onto Pittsboro Street and then merging back into Manning Drive while crossing Columbia Street and then turning right onto West Drive. 

The Jackson Deck can be accessed by taking 15-501 to South Columbia Street and then turning right onto Manning Drive, then right onto West Drive and left onto Mason Farm Road.  The deck is on the right just past the 3-way stop.  From Airport Road (now Martin Luther King Jr. Boulevard), follow it to to Columbia Street then turn right onto Cameron Avenue and left onto Pittsboro Street (stay in the right lane on Pittsboro Street) and stay left to Manning Drive.  Once on Manning Drive, turn right onto West Drive and left onto Mason Farm Road.  The deck is on the right just past the 3-way stop.

The General Administration Lot can be accessed from the north by taking 15-501 South to Raleigh Road and from the east by taking Highway 54 west until it turns into Raleigh Road just past the 15-501 by-pass and from the south and west by taking 15-501 north to Raleigh Road.  There is a shuttle that operates from this lot to campus as part of the parking fee. 

The Manning Lot can be accessed from the north by taking 15-501 South to Manning Drive toward UNC Hospitals and then turning right onto Manning Drive and then turning left onto Bowles Drive.  It can be located from the east by taking Highway 54 west to the 15-501 Boulevard (Fordham Boulevard) and going under the bridge and up the ramp to 15-501 and then turning right and following the boulevard to Manning Drive and turning left onto Bowles Drive.  Motorists traveling from the south along 15-501 can locate it by following 15-501 north to Columbia Street and then turning right onto Manning Drive and following Manning Drive to the 7th stop light and turning right onto Bowles Drive and following Bowles Drive around past the Smith Center to the lot on the right.  Motorists traveling onto campus via Airport Road from I-40 should follow Airport Road into town and stay on it as it becomes Columbia Street and then turn left onto Cameron Avenue and then left onto Pittsboro Street and then stay left onto Manning Drive (crossing Columbia) and then follow Manning Drive to the 7th stop light and turning right onto Bowles Drive and following Bowles Drive around past the Smith Center to the lot on the right. 

 

Rams Club Reserved Parking Directions

Helpful Hint:  Educational Foundation members that choose to give their parking permit to someone for a specific game should also give their guest directions on finding parking and information on suggested directions of travel.  It is not uncommon for patrons to not know how to find the assigned parking location or to travel in a direction that does not allow for efficient locating of the parking destination.  Consequently, lost patrons contribute to traffic congestion which leads to slower ingress and egress times pre and post game. 

Smith Center Lots:  The Smith Center Lots are best accessed via US 15/501 to Manning Drive and Manning Drive to Bowles Drive.  Patrons arriving from the Raleigh Direction may find US 64 to US 15/501 to Highway 54 is a better route than utilizing I-40 to Highway 54.  Likewise, patrons arriving from the Durham area on US 15/501 would be better served to stay on US 15/501 to Manning Drive, rather than entering campus along Raleigh Road or Franklin Street.  Patrons arriving from Burlington and points south via I-85 may find it easier to access campus via Highway 54 to Manning Drive rather than attempting to arrive via I-40 to Highway 86 / Martin Luther King Jr. Boulevard.

Craige Deck and Public Safety Lot:  These Lots are best accessed via US 15/501 to Manning Drive and Manning Drive to Bowles Drive.  Patrons arriving from the Raleigh Direction may find US 64 to US 15/501 to Highway 54 is a better route than utilizing I-40 to Highway 54.  Likewise, patrons arriving from the Durham area on US 15/501 would be better served to stay on US 15/501 to Manning Drive, rather than entering campus along Raleigh Road or Franklin Street.  Patrons arriving from Burlington and points south via I-85 may find it easier to access campus via Highway 54 to Manning Drive rather than attempting to arrive via I-40 to Highway 86 / Martin Luther King Jr. Boulevard. 

Hibbard Drive:  This parking area is best accessed via US 15/501 to Manning Drive and Manning Drive to Hibbard Drive

Patrons arriving from the Raleigh Direction may find US 64 to US 15/501 to South Columbia Street is a better route than utilizing I-40 to Highway 54 to US 15/501.   From US 64 / Pittsboro, follow US 15/501 to NC Highway 54 and cross the bridge rather than exiting onto US 15/501 North and NC Highway 54 East.  The road becomes Columbia Street after crossing the bridge.  Follow Columbia Street to the 3rd light after crossing the bridge and turn right onto Manning Drive .  Once on Manning Drive , turn right at the fourth light onto Hibbard Drive

Cardinal Deck:  The Cardinal Deck is best accessed by taking US 15-501 to South Columbia Street and then taking South Columbia Street to Manning Drive and turning right onto Manning Drive then turning right onto West Drive

Patrons arriving from the Raleigh Direction may find US 64 to US 15/501 to South Columbia Street is a better route than utilizing I-40 to Highway 54 to US 15/501.   From US 64 / Pittsboro, follow US 15/501 to NC Highway 54 and cross the bridge rather than exiting onto US 15/501 North and NC Highway 54 East.  The road becomes Columbia Street after crossing the bridge.  Follow Columbia Street to the 3rd light after crossing the bridge and turn right onto Manning Drive.  Once on Manning Drive, turn right at the next light onto West Drive.  The Cardinal Deck has multiple entrances on the left.  Make sure your parking permit is properly displayed so the parking attendant can see it or you will be charged $10 to park.     

Patrons arriving from the Durham area on US 15/501 would be better served to stay on US 15/501 to South Columbia Street, rather than entering campus along Manning Drive or Raleigh Road.  Follow US 15/501 from Durham to Columbia Street (like you are heading towards Pittsboro).  At the top of the exit ramp onto US 15/501 South, turn right onto Columbia Street (at the stoplight) and go to the 2nd light and turn right onto West Drive.  The Cardinal Deck has multiple entrances on the left. Make sure your parking permit is properly displayed so the parking attendant can see it or you will be charged $10 to park.

Patrons arriving from the Burlington area may find it best to enter campus via Highway 54 to South Columbia Street or I-40 to Highway 86 to Historic Airport Road (Martin Luther King Jr. Boulevard) to Columbia Street.  From Burlington on NC Highway 54, exit onto the first UNC exit onto US 15/501 South and then turn left at the stoplight heading toward UNC Hospitals and UNC.  Cross the bridge and follow Columbia Street to the 3rd light after crossing the bridge and then turn right onto Manning Drive .  Once on Manning Drive , turn right at the next light onto West Drive .  The Cardinal Deck has multiple entrances on the left.  Make sure your parking permit is properly displayed so the parking attendant can see it or you will be charged $10 to park.     

From NC 86 and Martin Luther King Jr. Boulevard, merge onto Columbia Street near Rosemary and Franklin Streets and follow Columbia to Cameron Avenue.  Turn right onto Cameron Avenue and then left at the next light onto Pittsboro Street.  Follow Pittsboro Street past the first light and get into the left lane and stay to the left and the split.  Cross Manning Drive and then turn right at the first light onto West Drive.  The Cardinal Deck has multiple entrances on the left. Make sure your parking permit is properly displayed so the parking attendant can see it or you will be charged $10 to park. 

DPS does not recommend trying to reach the Cardinal Deck via the Smith Center end of Manning Drive or cutting through campus.  Doing so adds to traffic congestion and makes traffic move slower. 

Ehringhaus Lower Lot:  The Lower Ehringhaus Lot is best accessed via US 15/501 to Manning Drive and Manning Drive to Ehringhaus and Koury Residence Halls.  

Patrons arriving from the Raleigh Direction may find US 64 to US 15/501 to Highway 54 is a better route than utilizing I-40 to Highway 54. 

Likewise, patrons arriving from the Durham area on US 15/501 would be better served to stay on US 15/501 to Manning Drive, rather than entering campus along Raleigh Road or Franklin Street

Patrons arriving from Burlington and points south via I-85 may find it easier to access campus via Highway 54 to Manning Drive rather than attempting to arrive via I-40 to Highway 86 / Martin Luther King Jr. Boulevard.

From the 15/501 end of Manning Drive, follow Manning Drive to the first drive on the right and turn right onto Ehringhaus Drive next to Koury Residence Hall.  Follow the drive all of the way to the back of Ehringhaus Residence Hall and down the hill.  The Lower Ehringhaus Lot is the only portion of the area available to game day Ehringhaus permit holders.  DO NOT park in the upper lot.  Game day permits may be towed from the upper portion of the lot because it is reserved for student permit parking only. 

From the Columbia Street end of Manning Drive, follow Manning Drive past the Ridge Road intersection (past the 6th light on Manning from Columbia).  Turn left onto Ehringhaus Drive next to Koury Residence Hall.  Follow the drive all of the way to the back of Ehringhaus Residence Hall and down the hill.  The Lower Ehringhaus Lot is the only portion of the area available to game day Ehringhaus permit holders.  DO NOT park in the upper lot.  Game day permits may be towed from the upper portion of the lot because it is reserved for student permit parking only.

From the 15/501 end of Manning Drive, follow Manning Drive to the first stoplight.  Show your Rams Head Deck permit to the Ridge Road/Manning Drive monitor and then turn right onto Ridge Road.  The deck is down the hill and on the left.  From the Columbia Street end of Manning Drive, follow Manning Drive past UNC Hospitals on the left.  Once at the 6th stoplight at Ridge Road intersection, show your Rams Head Deck permit to the monitor and then turn left onto Ridge Road.  The deck is down the hill on the left. 

Ridge Road Street Permits:  The Ridge Road Street parking locations are best accessed Country Club Road and Raleigh Road to Ridge Road once on campus.  We do not suggest arriving via Manning Drive because most of the spaces face the opposite direction of travel.  It is best to arrive from the north side of campus via Raleigh Road or Country Club Road so the vehicles face the correct direction of travel.  This allows traffic to flow better pre and post game. 

If arriving via US 15/501 from Durham or from Highway 54 from I-40, take the UNC exit at the Highway 54 and 15/501 bridge to Raleigh Road.  Follow Raleigh Road to the first stop light and turn left onto Country Club Road and the an immediate right onto Ridge Road. 

If arriving from Highway 86, follow it to Columbia Street and then turn left onto Cameron Avenue.  Follow Cameron Avenue until it becomes Country Club Road and then follow it across South Road to Ridge Road and turn right. 

If arriving from US 15/501 from Durham an alternate route would be to exit US 15/501 onto East Franklin Street and follow Franklin Street to Raleigh Street (just prior to the Morehead Planetarium) and turn left onto Raleigh Street.  Follow Raleigh Street to the first light and turn left onto Country Club and follow Country Club to Ridge Road (after next light) and turn right.  

Navy Field and Boshamer Lots:  The Navy Field and Boshamer Parking Lots are best accessed via Country Club Road and Raleigh Road to Ridge Road once on campus or via US 15/501 to Manning Drive on the Smith Center end of Manning Drive

If arriving via US 15/501 from Durham or from Highway 54 from I-40, take the UNC exit at the Highway 54 and 15/501 bridge to Raleigh Road.  Follow Raleigh Road to the first stop light and turn left onto Country Club Road and then an immediate right onto Ridge Road.  If arriving from US 15/501 from Durham an alternate route would be to exit US 15/501 onto East Franklin Street and follow Franklin Street to Raleigh Street (just prior to the Morehead Planetarium) and turn left onto Raleigh Street.  Follow Raleigh Street to the first light and turn left onto Country Club and follow Country Club to Ridge Road (after the 2nd light) and turn right. 

If arriving from Highway 86, follow it to Columbia Street and then turn left onto Cameron Avenue.  Follow Cameron Avenue until it becomes Country Club Road and then follow it across South Road to Ridge Road and turn right. 

From US 64 / Pittsboro, follow US 15/501 to NC Highway 54 and take the ramp to Highway 54 East.  Follow Highway 54 East to Manning Drive and turn left onto Manning Drive.  Follow Manning Drive to the first stoplight.  Show your Navy Field or Boshamer Lot permits to the Ridge Road/Manning Drive monitor and then turn right onto Ridge Road.  Navy Field Lot will be on the left after Stadium Drive and Boshamer will be on the right. 

Cobb Deck Permits:  The Cobb Deck is best accessed via Country Club Road or Raleigh Street

If arriving via US 15/501 from Durham or from Highway 54 from I-40, take the UNC exit at the Highway 54 and 15/501 bridge to Raleigh Road.  Follow Raleigh Road to the first stop light and turn right onto Country Club Road and then turn right at the next stoplight onto PGT Drive (Gimghoul Road on right).  If arriving from US 15/501 from Durham an alternate route would be to exit US 15/501 onto East Franklin Street and follow Franklin Street to Raleigh Street (just prior to the Morehead Planetarium) and turn left onto Raleigh Street.  Follow Raleigh Street to the first light and turn left onto Country Club and follow Country Club to the next stoplight and turn right. 

If arriving via Highway 86, follow it to Columbia Street and then turn left onto Cameron Avenue.  Follow Cameron Avenue until it becomes Country Club Road and then follow it to the next stoplight and turn right. 

From US 64 / Pittsboro, follow US 15/501 to NC Highway 54 and take the ramp to Highway 54 East.  Follow Highway 54 East to 2nd UNC Exit (cross the NC 54 bridge and turn right onto the down ramp and go under the bridge to Raleigh Road).  Follow Raleigh Road to the first stoplight and turn right onto Country Club Road and then turn left at the next stoplight onto PGT Drive (Gimghoul Road on right).   

Stadium Drive Permits:  Stadium Drive is best accessed via South Road

If arriving via NC Highway 54 from I-40, follow NC 54 to the US 15/501 and stay straight under the bridge onto Raleigh Road.  Do NOT exit onto NC 54 or US 15/501 at the US 15/501 bridge.  Follow Raleigh Road to the first stoplight and cross Country Club Road.  Keep going past the next stoplight and then turn left at the next drive on the left.  Be prepared to show the parking attendant your parking permit. 

If arriving via US 15/501 from Durham, there are two routes.  Route 1:  Exit off of US 15/501 onto East Franklin Street and follow Franklin Street to Raleigh Street (just prior to the Morehead Planetarium) and turn left onto Raleigh Street.  Follow Raleigh Street to the second stoplight and turn right onto South Road and then turn left at the next drive which will be Stadium Drive.  Be prepared to show the parking attendant your parking permit.  Route 2:  Follow US 15/501 to the first UNC exit and turn right down the exit.  Follow Raleigh Road to the first stoplight and cross Country Club Road.  Keep going past the next stoplight and then turn left at the next drive on the left.  Be prepared to show the parking attendant your parking permit. 

If arriving from Highway 86, follow it to Columbia Street and then turn right onto Cameron Avenue and then left at the next stoplight onto Pittsboro Street.  Follow Pittsboro Street to the next stoplight and turn left onto McCauley Street and cross Columbia Street to South Road .  Be prepared to show the monitor at South Road your permit since South Road is restricted at Columbia Street .  Once on South Road , go past the two stoplights and past the Bell Tower to the next drive and turn right onto Stadium Drive (again be prepared to show your permit).   

From US 64 / Pittsboro, follow US 15/501 to NC Highway 54 and cross the bridge rather than exiting onto US 15/501 North and NC Highway 54 East.  The road becomes Columbia Street after crossing the bridge.  Follow Columbia Street to South Road (5th light after crossing the bridge) and show your Stadium Drive permit to the monitor at Columbia/South Road.  Turn right onto South Road and follow it to the first drive past the Bell Tower (again be prepared to show your permit).  

McCauley Deck Permits:  McCauley Deck is accessed via McCauley Street from either Pittsboro Street or Columbia Street

If arriving via NC Highway 54 from I-40, follow NC 54 to the US 15/501 and stay straight under the bridge onto Raleigh Road.  Do NOT exit onto NC 54 or US 15/501 at the US 15/501 bridge.  Follow Raleigh Road to the first stoplight and turn right onto Country Club Road.  Follow Country Club Road to Raleigh Road and cross it onto Cameron Avenue.  Follow Cameron Avenue to Pittsboro Street and turn left onto Pittsboro Street.  Once on Pittsboro Street, follow it to the first stoplight and turn left onto McCauley Street and then turn right into the first drive on the right.  The deck is on the right underneath the FedEx Global Education Building.  Be prepared to show the parking attendant your parking permit. 

If arriving via US 15/501 from Durham, there are two routes.  Route 1:  Exit off of US 15/501 onto East Franklin Street and follow Franklin Street to Columbia Street and turn left onto Columbia Street.  Follow Columbia Street to Cameron Avenue and turn right onto Cameron Avenue.  Once on Cameron follow it one light to Pittsboro Street and turn left.  Once on Pittsboro Street, follow it to the first stoplight and turn left onto McCauley Street and then turn right into the first drive on the right.  The deck is on the right underneath the FedEx Global Education Building.  Be prepared to show the parking attendant your parking permit. 

If arriving from Highway 86, follow it to Columbia Street and then turn right onto Cameron Avenue and then left at the next stoplight onto Pittsboro Street.  Follow Pittsboro Street to the next stoplight and turn left onto McCauley Street and then turn right into the first drive on the right.  The deck is on the right underneath the FedEx Global Education Building.  Be prepared to show the parking attendant your parking permit. 

From US 64 / Pittsboro, follow US 15/501 to NC Highway 54 and cross the bridge rather than exiting onto US 15/501 North and NC Highway 54 East.  The road becomes Columbia Street after crossing the bridge.  Follow Columbia Street to the South Road (on right) and McCauley Deck intersection and turn left onto McCauley Street and then immediately left onto the next drive on the left.  The deck is on the right underneath the FedEx Global Education Building.  Be prepared to show the parking attendant your parking permit.

If arriving via NC Highway 54 from I-40, follow NC 54 to the US 15/501 and stay straight under the bridge onto Raleigh Road.  Do NOT exit onto NC 54 or US 15/501 at the US 15/501 bridge.  Follow Raleigh Road to the first stoplight and turn right onto Country Club Road.  Follow Country Club Road to Raleigh Road and cross it onto Cameron Avenue.  Follow Cameron Avenue past Pittsboro Street to the next street on the left and turn left onto Wilson Street.  The Nash Lot is at the end of Wilson Street and on the right.  Be prepared to show the parking attendant your parking permit.

Tar Heel Downtown

 

 

 

The Town of Chapel Hill, the Downtown Partnership, UNC Athletics and the University formed a special alliance to collaboratively bring Tar Heel Town to Downtown for the Thursday night football game. 

 

The vision of the group was to create a special fan atmosphere downtown that would appeal to fans interested in arriving in town earlier than the times the campus lots can allow.  By bringing Tar Heel Town to Downtown, the hope is to achieve that vision.

 

Tar Heel Downtown will feature the following:

 

  • Live Band from 5:30 p.m. – 7 p.m.  (Liquid Pleasure – family friendly)
  • The Countdown to Kick-off Show, broadcast live
  • Interactive games and inflatables for children
  • The Tar Heel Mascot, Cheerleaders and Band
  • Face painting
  • Concessions
  • Giveaways

 

To help create a fun and festive, yet safe atmosphere, Franklin Street will close from Mallette Street to Columbia Street.  Church Street from Rosemary to Franklin will also close.  The street closings will occur from 4 p.m. to 7 p.m.

 

Note:  Fans normally parking in University Square will need to arrive no later than 3:45 p.m. due to the street closing at 4 p.m.

What time is the game?  Carolina vs. Miami will kick off at approximately 7:45 p.m.

 

What time do the gates open at Kenan Stadium?  The stadium will open to fans at 6:30 p.m.

 

What time will the parking lots open to fans with game night parking permits?

Parking lots will open to vehicles with proper permits at 5:30 p.m.  There are no classes that day as the university is on Fall Break, but staff and faculty will be working and will occupy those lots during the day.  The lots will be cleared and available for football parking at 5:30 p.m.- limit one space per vehicle. 

 

What time will the public pay parking lots open to fans without game night parking permits?  Limited public parking will be available in the Manning Lot, Jackson Deck and Cardinal Deck at 5:30 p.m. for a cost of $10 / vehicle- limit 1 space per vehicle.

 

Are there any parking lots that are traditionally used for Saturday games that are not available for the Thursday game?  The only three lots where there will be a change from normal football parking procedures are the Dogwood Deck, the Children’s & Women’s Hospital Lot and the Williamson Lot. Rams Club members who normally have parking permits in those areas will receive parking passes in a new location for the Thursday night game or letters directing them to alternate parking.  For example, Dogwood Deck permits will not be honored in Dogwood Deck, but will be honored in Cardinal Deck. 

 

Where should people park if they arrive on campus prior to 5:30 p.m.?  Permitted campus lots are scheduled to be available at 5:30 p.m., however Town of Chapel Hill municipal lots will operate under normal conditions.  Metered parking spaces and pay parking lots are available in downtown Chapel Hill. 

 

What time will Tar Heel Town open?  Tar Heel Town will be relocated to Franklin Street on the block of Franklin between Columbia Street and Mallette Street.  It will officially operate from 5 p.m. to 7 p.m. 

 

Is Tar Heel Express operating and at what times?  Tar Heel Express will operate as normal.  Shuttles will begin from the Friday Center to Tar Heel Downtown beginning 4 p.m.  Shuttles for University Mall will begin at 5 p.m. and shuttles from Jones Ferry Park and Ride and Southern Village Park and Ride will commence as normal 1.5 Hours prior to game time (6:30 p.m.).

 

What time will the parking lots open to fans with game night parking permits?

An economic impact study from 2008 estimated the total economic impact of a home football game day on the Chapel Hill and Orange County economy at about $6.3 million. (Study at www.downtownchapelhill.com/studies).  Estimates for the 2009 Thursday night football exceed that amount. 

 

 

Is the University operating on a normal Thursday schedule?  Yes.  Although employees and students are being encouraged leave campus by 3 p.m., the University is not closing.   

 

Traffic congestion is expected to be significant from 3 p.m. to 6 p.m. with normal egress and 5 p.m. to 7:45 p.m. with normal game traffic.  Thus managers and supervisors are encouraged to work with their staff to flex schedules or grant leave to allow for employees an opportunity to leave campus ahead of the expected traffic delays. 

 

Employees departing campus prior to 3 p.m. or between 3 p.m. and 4 p.m. are expected to encounter significantly less traffic than employees departing between 4 p.m. and 7:45 p.m.

 

Will University buses for students and staff be affected?  Campus buses will operate under a normal schedule throughout the day.

 

Is UNC Hospitals operating on a normal Thursday schedule?  UNC Hospitals will operate as normal, with the exception of campus clinics.  In order to help alleviate traffic congestion and provide the best customer service possible, the on campus clinics will close at 3 p.m. on Thursday, October 17th.  

 

Where should fans with Recreational Vehicles (RVs) park?  RV parking is available at the Friday Center after 4 p.m. on Thursday, Oct. 17.  There is no RV parking on campus at any time.

 

Will residential streets in Chapel Hill be affected?  To help facilitate the mobility of fire, rescue and police vehicles, several roadways will be restricted from approximately 2:30 p.m. - 8:30 p.m. and 11 p.m. - 1 a.m.  Local residents in the impacted areas will be contacted in advance and provided special instructions.  On game night, residents may be asked to show access permits or valid driver's licenses for the restricted access neighborhoods.
