Bicycle Policy Effective August 15, 2005
Bicycle Registration
Bicycles are a very popular form of transportation at UNC for students, faculty and staff. In an effort to help improve bicycle-parking facilities, aid in preventing theft of bicycles, and to provide bicycle owners guidelines for use of bicycles on campus, the Department of Public Safety is requiring that all bicycles parked and stored on campus be registered with the department at no charge to the owner.
Bicycle Permits
Students, faculty and staff members are required to register their bicycles with the Department of Public Safety Parking Services. Bicycles that do not already have a permit will be required to register them prior to the first day of classes in the Fall Semester 2005, or immediately upon bringing them on campus. Registering for a bicycle permit can be done in person at the Department of Public Safety. Every effort is made to notify the community regarding registration requirements through publications, electronic mailings, and flyers/signs at bike racks. The new bicycle registration policy will be implemented as follows:
- Beginning with academic year 2005 and effective August 15, 2005 all bicycles on campus must be registered.
- The mandatory registration of bicycles on campus will be free and the registration can be completed on-line and a permit will be mailed to the applicants listed address.
- There will be a four-week education and warning period at the start of each semester to allow time for education and registration, which will include leaving notices on unregistered bikes as well as registration information packets.
- After the initial education/warning period, a four-week period of writing warning citations for remaining unregistered bikes will commence.
- After the four-week warning citation period and after an initial free warning citation is issued, a $5.00 fine will be added to the next citation. Each subsequent citation will be $10.00.
Permits are free and non-expiring, but must be transferred upon sale of the bicycle. Bicycle registration permits can be obtained at the Department of Public Safety at 285 Manning Drive or online beginning August 15, 2005. Information needed for the permit will consist of:
- Owner Information
- Brand, Model and Serial numbers from bicycle
- Description of the bicycle (color, type)
Bicycle permits should be adhered to the bicycle seat frame tube approximately four inches below the seat.
Bicycle Rules and Regulations on Campus
Employees and students of UNC and UNC Hospitals are required to display a bicycle permit. This permit is issued free of charge upon the completion of a bicycle registration form. Bicycle parking is available throughout the campus and is designated by the presence of bicycle racks or specifically designated areas.
Any bicycle parked in an unauthorized area in violation of the Ordinance is subject to impoundment without prior warning. Bicycles cannot be parked or stored in any location other than areas designated for bicycle parking, including:
- inside University building, where an unsafe or hazardous condition is created for building occupants;
- against or attached to any tree, bush, plant, or foliage;
- against or attached to any electrical fixture, sign post, railing, public seating fixture, or emergency safety device; or
- in any other area where parking is prohibited specifically by the Ordinance
