  1. Permits are allocated to the Division Director, Branch Chiefs, and other supervisors first.
  2. EPA employees who have received UNC parking for the past several years are "grandfathered" in and have first priority for remaining permits based on years of government service.
  3. Any remaining permits are allocated to employees choosing to park on campus based on years of government service. Contractors and UNC employees who were associated with the ERC or Human Studies Facility and then converted to EPA employees may count these years of service towards seniority. SEE employees may count years of service in the SEE program or prior government service towards seniority.
  4. In general, no exceptions are considered.

  • A.  For employees without access to reasonably priced private parking in close proximity to primary work location:
    • 1.   Permits are allocated to requesting EPA attorneys by department rank and then by length of department service.
    • 2.    Permits are allocated to requesting EPA employees by department rank and then by length of department service.
    • 3.    Permits are allocated to requesting SPA employees by department rank and then by length of department service.
    B.  For employees with access to reasonably priced private parking in close proximity to primary work location, permits remaining unallocated after fulfillment of the requests submitted by the employees described in Paragraph A shall be allocated as follows:

  • An All-Gated permit is allocated to the Director of Internal Audit.

2260  Procurement Services

  • Permits are allocated to employees based on the following point system:

    1 Point for each year of Departmental Service

    .75 Points for each year of University Service

    .50 Points for each year of other State Service

  • Employees are ranked and permits are issued to those with the highest point totals

2261  Central Receiving

  • R1 permits are allocated to all employees in the Department. This is the only parking lot available to employees.

2301  University Advancement

2304  Alumni Association

      1. Permits are allocated to employees in the following priority order:

  • Permits are distributed first to supervisory personnel. Remaining permits are distributed on a first come, first served basis

  1. Permits are allocated to employees based on years of state service.
  2. Permits are also assigned at the discretion of the Vice Chancellor.

  • Department Head
  • Director(s) that have responsibilities that require frequent travel to locations on or off campus
  • All other employees by the sum of state service and departmental service.

2318  Office of Faculty Governance

  • Permits are allocated to employees based on need. Those who live farther away from campus receive higher priority over those who are closer, and, in general, better able to use transit instead of an automobile. Consideration is also given to personal issues, such as medical and child-care needs.

2363  UNC Press

  1. Permits are allocated to employees based on the following criteria:
  1. By position category, which recognizes the level of responsibility within the department, as well as staff member’s need to use a personal vehicle for work related travel.
  2. By Department hire date.
  3. By need for a permit. Distance to work, availability of bus service, and other circumstances that necessitate a car on campus are taken into account.

  1. Permits are allocated to EPA employees by Departmental rank and then by Departmental service.
  2. Permits are allocated to SPA employees by Departmental service and then by Total State Service Date.

3103  Information Technology Services

  1. Permits are allocated to employees based on Total State Service Date.
  2. An exception is made for the Vice Chancellor of Information Technology.

3105  Ackland Art Museum

  • Permits are allocatedto employees based on Total State Service Date.
  • One permit is set aside for the Director.

3108  Center for Teaching and Learning

  • Permits are allocated to employees based upon Total State Service Date.

3109  Math Science Network

  • Permits are allocated to employees based on years of state service and seniority.

3110  Research Services

  • Permits are allocated to employees according to rank based on years of service in the Office of Research Services, not according to Total State Service or University Service.

3113  Technology and Development

  • Permits are assigned with the following preference:
    1. EPA employees are assigned permits first; preference according to those with more service time to the department (OTD).
    2. SPA employees are assigned permits second; preference according to those with more service time to the department (OTD).
  •  Gated parking is reserved for the Associate Vice Chancellor.

3116  Summer School

  • Permits are allocated to employees based on staff classifications. The highest level permit is offered to the Student Services Manager, the next to the Administrative Assistant, and the last to the Student Services Assistant.

3118  Carolina Environmental Club

  • Permits are allocated to employees based on the following priority criteria:
    1. Permanent employees (At least 75% time), appointed through the CEP, are eligible. Temporary and part-time employees (including Students) are not eligible. Permanent University employees participating in CEP whose academic appointments are in other units will receive parking through primary departments and are not eligible for consideration through CEP.
    2. Needs of the Program and position – according to highest level of responsibilities and requirements for frequent travel during the business day in conjunction with these duties.
    3. Needs of employees – transportation needs that require University parking and that cannot be met any other way.

  • Permits are allocated to employees based on the following priority criteria:

    1. If a RENCI Director requires the parking space, the permit will be allocated based upon department need, which would fall to the Director versus UNC service date.

3130  UNC Global Studies

  • Permits are allocated to employees based on years of service with the University.

3131  Center for Faculty Excellence

 (1) One department permit will be available to either the Director OR
 Executive Director (if permit is not requested, it will go into the
 pool with the remaining permits and be allocated as noted in the
 second item).

(2) Remaining permits will be allocated based on seniority within
 the department (determined by length of service multiplied by % of FTE
 for the time employed at the center).

(3) The Director reserves the right to reallocate any or all
 permits on an annual basis dependent on special circumstances.
 Examples of special circumstances include, but are not limited to, the
 following: extended family health issues, pregnancy, infant care, and
 work assignments requiring an employee to work off campus regularly or
 in the office into the evening hours on a regular basis.

(4) Once the annual parking permits are assigned, they will not be
 taken from an employee by anyone else in the department during the
 academic year in which the permit was assigned unless permission by
 the permit holder is given.

3137  Acadmic Support Program for Student-Athletes

Priority is determined:

  • Parking is allocated based on several factors, in this order: rank, work schedule, and amount of service worked at Carolina Performing Arts . Permits are not allocated based on total state service.

  1. Permits are allocated to employees based on employee preferences, availability of spaces in allocated parking lots, and Total State Service Date.
  2. Permits are allocated to senior level administrative positions based on critical need.

3203 Honors

  1. Permits are allocated first to full-time employees based strictly on Total State Service Date.
  2. Permits are allocated to part-time employees based strictly on Total State Service Date.

  1. Permits are allocated to faculty and staff based on Seniority.
  2. Following that, permits are allocated on the following basis:

             A.   Faculty members whose offices are located in the Hanes Art Center and who teach only in Hanes Art Center.

             B.   Faculty members who teach in Hanes Art Center but whose office/studios are located at the Art Lab.

             C.  People who live within walking distance or who have a bus route available to them may be asked to relinquish  their priority status.

  • A permit is allocated to the Programs Administrator, the only employee in the Department.

3207  Dramatic Art

  1. Permits are allocated to Faculty first, based on Rank and/or importance of administrative responsibility.
  2. Permits are then allocated to SPA employees in order of critical support service to the Department and Faculty.

3211  Institute for the Arts and Humanities

  • Permits are allocated to employees based on rank order (down through Administrative Assistant I Level).

3212  Music Department

  • Permits are allocated to employees based on:
    1. Rank
    2. Years of service
    3. Special circumstances (Health, etc.)

3214  Center for Student Success and Academic Counseling (CSSAC)

  • The CSSAC policy for obtaining a parking permit is as follows: The department Dean/Director will receive priority, then those with the most years of services will be issued a parking permit if needed.

3215  Communication Studies

  1. Consideration is given to the faculty or staff member’s need to be on campus as determined by administrative, teaching, research, professional service, and/or other responsibilities. Where the need to be on campus is approximately equal, priority is given on the basis of rank and years of service for faculty and on the basis of years of service for staff.
  2. Consideration is given to individuals with existing medical conditions. Where existing medical conditions are similar, priority is given on the basis of rank and years of service for faculty and on the basis of years of service for staff.
  3. Consideration is also given to maximizing the safety of faculty and staff working during hours of darkness. This is of particular concern for faculty whose responsibilities require their presence on campus at night, usually when teaching evening classes.
  4. Final consideration is given on the basis of rank and years of service for faculty and on the basis of years of service for staff.

3219 Undergraduate Education

  1. First priority goes to the Director ( typically they already have a permit through their home department)
  2. Second priority goes to all full time positions, if there any leftover it will then be based on length of service ( longest state service then to newest)

3220  Classics

  • Permits are allocated as follows:
    1. Department Chair
    2. Administrators (by State service)
    3. Faculty (by State service)

3221  Humanities and Human Values

  1. Permits are allocated to all employees in the Department.
  2. If demand exceeds supply, the Director would allocate permits based on the employee’s status as a full or part-time employee, favoring full-time employees; on the employee’s level in the department hierarchy, favoring managers over support staff; and on the employee’s length of service within the department.

  1. Permits are allocated on the following priority basis:
    • Departmental Staff Support is looked at first due to the fact they are scheduled to work five days a week. Permits are allocated by Total State Service Date.

    1. SPA staff have top priority
    2. Faculty are offered their choice of permits in order of seniority (years of service with the university), except that individuals who have child or elder care responsibilities that require quick access to their vehicle have priority.
    3. The Department Chair may grant a faculty member priority despite low seniority if an unacceptable hardship is imposed on that individual under the seniority system.

  • Permits are allocated to employees based on the employee’s hours worked per week in the department, number of years worked in the department, and any extenuating circumstances.

3251  Latin American Studies

  • Permits are allocated to employees based on the following:
    1. One allocated to Director (or Acting Director).
    2. Any remaining permits allocated according to seniority within Institute.

3252  Asian Studies

  1. Permits are allocated according to employee’s total state service.
  2. Priority is then given according to specific situations or extenuating circumstances.

3255  NC Botanical Garden

  1. Permits are allocated to employees at the discretion of the Department Head, who takes into account the following factors:
    1. Primary work location; and
    2. Years of service.

3258  Psychology

  • Permits are allocated to permanent, full-time faculty, staff, and postdoctoral research associates based on years of University service. If necessary, this policy is waived to accommodate adequate parking provisions for the Department chair.
  • Remaining permits are allocated to part-time employees based on total years of University service. If no spaces are available from the Department’s allocation, a special request is made to the Parking Office to provide F lot spaces to these individuals.

  • Permits are allocated to employees based on the following:
    1. Seniority within department.
    2. Special needs.

  • Permits are allocated according to a balanced combination of the scheduling of employee’s work duties and total state service.

3265  Chemistry

In an effort to distribute parking permits equitably and ensure that the Department’s mission is carried out, please refer to the assignment policy as follows:

• Up to 4 on-campus parking spaces can be reserved for the Chair to assign, at his/her discretion, outside of the normal procedure.
• Permanent full-time faculty and staff employees will be assigned requested parking spaces in order of their state service, with tenured or tenure-track faculty employees being credited with an additional 5 years of seniority for internal ordering purposes.
• Any remaining permits are assigned to temporary and part-time staff, visiting faculty, post-doctoral and research fellows after permanent full-time employees.

 

3266  International Studies

  • Permits are allocated to employees based on total state service.

3267  Biology

Permits are allocated to employees based on seniority within department and service commitments to the University. Faculty will have teaching commitments taken into account, while staff will have total state service taken into account.

3268  Geology

  • Permits are allocated strictly according to state service dates.  No distinction is made between faculty and staff.

3270  Physics and Astronomy

  • Permits are allocated to employees based on a variety of criteria. The main consideration is actual need for a parking permit. Top priority is given to the following employees:
            1. Department Chairman
            2. Instrument Shop Supervisor
            3. Employees who must go to other locations during the day on a regular basis
            4. Employees who need to park close by due to physical conditions not severe enough to warrant a disability permit
            5. Employees who do not live near bus lines, have no other means of transportation to work, and/or must commute from long distances
            6. Employees who have long-term family circumstances which might require them to leave work quickly in an event of an emergency
            7. Faculty whose regular work hours go beyond the time when buses are running.

      Any remaining permits are allocated to employees based on seniority.

3273  Operations Research

  • Permits are allocated to employees based on seniority.

3276  Computer Science

  • Permits are allocated to EPA, EPA Non-faculty, and SPA employees based on Total State Service Date with some exceptions.

3278  Statistics and Operations Research

  • Permits are allocated to employees based on seniority.

3279  Public Policy Analysis

  • Permits are allocated to employees based on Total State Service Date, seniority, and need.

3282  Mathematics

Permits are allocated to employees based on the following:

  1. Employees involved in administrative service in the department
  2. Faculty administration
  3. Faculty seniority

3283  Women’s Studies

  1. Permits are divided proportionally between faculty and staff.
  2. Within each category, permits are allocated to employees based on seniority.
  3. The Department Chair has priority in selecting where he/she will park.

3284  Anthropology

  • Permits are allocated to employees based on seniority, with the majority of permits going to faculty, and a proportional amount going to staff.

3286  Research Laboratories of Archaeology

  • Permits are allocated to employees by the RLA Director on a case-by-case basis, taking into account factors such as need, job classification, years of service, and prior parking history.

3287  African and Afro-American Studies

  • Permits are allocated to employees based on total state service, need, rank, and parking history.

3288  City and Regional Planning

  • Permits are allocated to employees primarily based on years of departmental service.
  • Other factors such as safety and special hardship issues may be considered as well.

3289  Economics

  • The Department considers faculty rank followed by time and rank for allocation of parking permits.
  • 50% of the staff are allocated permits based on Total State Service Date.

3290  Geography

  • Gated permits are allocated to the Department Chair, the Department Manager, and the faculty member with the longest continuous history of purchasing permits through the Department.
  • All other permits are allocated to employees based on length of time purchasing parking permits through the Department.

3291  History

  • Permits are allocated to teaching faculty and full-time staff on a Need basis.

3292  Physical Education

Permits are allocated according to a combination of points and state service.

Points are given by rank as follows:

100 Professors (Assistant, Associate & Full)

90 Salary Grade 65 through Lecturer

80 Salary Grade 59-64

70 Salary Grade 55-58

60 Salary Grade 54 and Below

Points are added to the number of years of total state service, and all employees are ranked by the total number of points they have earned. Preference is given to full-time permanent employees, with part-time permanent employees receiving any remaining allocations.

3294  Political Science

  • Permits for EPA employees will be allocated first by rank (Professor,  associate professor, assistant professor, instructor, other) and then within rank by seniority.  That is, the least senior professor will have priority over the most senior associate professor.
  • Permits for SPA employees will be allocated first to full-time employees and then to part-time employees.  Within these two categories (full-time and part-time), priority will be determined by seniority.
  • If the number of parking permits allocated to the Department is fewer than the number of requests, the shortfall will be allocated proportionately between SPA and EPA employees.
  • The Department chair is authorized to depart from these guidelines in order to accommodate unusual or special needs of the Department.

3295  Military Science

  • One permit is reserved for Department Chair. Remaining permits are allocated to employees based on date assigned to UNC.

3296  Sociology

  1. Permits are allocated to employees based on years of service to the University.
  2. In a few cases, additional criteria are used to allocate permits. Persons with special needs—such as the Department Chair, whose duties require him/her to attend various meetings (on and off campus), transport department visitors, etc.—may be allocated permits for which they would not be eligible based on the Seniority system.

3297  Aerospace Studies AFROTC

  1. Department Chair is given first choice for a parking permit.
  2. Other permits are allocated to cadre and staff based on date of arrival at UNC.

3298  Naval Science NROTC

  • Permits are allocated using the following precedence:
    1. Chairman
    2. University Office Manager

  • When availability allows, all permanent employees receive parking. If space becomes restricted, 20 permits will be reserved for the Dean, his office staff, and other administrative staff. Remaining permits will be allocated according to total state service.

3401  School of Education

  • A limited number of permits are allocated to the School of Education each year by the University Transportation and Parking Office for various parking lots. There is a permit fee, which varies depending upon the lot assigned. Each year faculty and staff request their preference for parking lot assignments. To the extent possible, requests are matched to the spaces allocated to the School. If there are more requests than spaces available, seniority in University service is used to determine assignments. (No distinctions are made for faculty rank or staff positions.) The Dean may recommend exceptions to this priority system.

3501  Journalism

  1. Permits are allocated to permanent full-time faculty and staff based on number of years of University Service.
  2. The following criteria are also taken into consideration:
    1. Faculty and staff who have not requested permits in the past who decide to do so, will be given preference over later-hired faculty and staff.
    2. Faculty or staff members who take leave and give up their permits would also be given their proper longevity sequence upon return.
    3. Staff members who transfer into the school from other areas of the University will be given credit for their total University service.
    4. Any faculty or staff members who leave University employment and then return would not receive credit for employment prior to departure.

3909 Office of Human Research Ethics (OHRE)

  • In OHRE, permits will be assigned to employees on the basis of priority determined by a formula that factors length of state service (as determined by TSSD) and length of OHRE service by FTE.  For example, a full-time employee with 15 years state service and 5 years of OHRE service would have a priority score of 20 (15 years + 5 years x 1.0 FTE), a half-time employee with 15 years state service and 5 years of OHRE service would have a priority score of 10 (15 years + 5 years x 0.5 FTE), and so on.  Permit requests will be assigned by OHRE in order of priority score.  

4101  Vice Chancellor of Health Affairs

  1. Permits are allocated to EPA employees by Departmental rank and then by Departmental service.
  2. Permits are allocated to SPA employees by Departmental service and then by Total State Service Date.

4201  Medical School

  3. Employees with the greatest Total State Service Date are placed at the top of the waitlist regardless of when they started working for the Department.

4212  Biochemistry

  1. Permits are allocated to employees based strictly on Total State Service Date.
  2. Permits are allocated to the Chairman and Business Manager of the Department, regardless of their State Service Date.

4215 Urology

  • Permits are allocated to employees based on the following:
    1. Clinical Faculty: by seniority within department.
    2. Staff Employees: by total state service

4216  Pathology

  1. Permits are allocated to employees based on seniority as determined by a number of sources. SPA personnel have a clearly determined Total State Service Date kept by University Records. EPA employees service date is reflected through the "Date of First EPA Appointment." Residents and postdoctoral fellows who spend four or five years with the University or UNC Hospitals prior to a faculty appointment receive no credit for this service. Therefore, credit for this full time employment is given to EPA personnel who have prior employment with the University in some EPA position.
  2. The only exception to allocation by seniority is made for clinical faculty. Since clinical faculty will occasionally be on call and must arrive in an expedient manner for medical emergencies, no clinical faculty are placed in fringe lots. New clinical faculty and those with little time served are allocated permits in the Craige Deck.

4217  Biomedical Research Imaging Center (BRIC)

  • Permit allocation is based on Total State Service Date.

4218 Genetics

  1. The Chairman and Departmental Administrator's permits are assigned first.
  2. All remaining permits are allocated based on state service.

4220  Pharmacology

  1. The Chairman and the Departmental Administrator’s permits are allocated first.
  2. All remaining permits are assigned to individuals based on duration of total state service, with no distinction made between Faculty and Staff. The Administrator will exercise his or her authority to make adjustments to this policy to ensure all tenured and tenure-track Faculty have a permit. Thus, staff members and Research Faculty (EPA fixed-term) that are near the bottom of the department’s total state service list may be displaced by a tenure-track or tenured Faculty member.

4228  Medicine

  1. The Department of Medicine consists of nine divisions plus administration. Permits are divided among the divisions.
  2. Divisions are encouraged to allocate permits based on Total State Service Date, with consideration given to those who work heavily in the clinical (patient care) areas. Each division interprets this policy with minor variations.

4229  Dermatology

  • Permits are allocated to employees at the Chairman’s discretion based on a combination of factors: physical location of work in comparison to parking zone, work schedule and seniority within the Department.

4230  Neurology

  1. Permits are distributed to all current employees. The Department Administrator attempts to assign all employees their first choice. All remaining permits are equally assigned to Faculty and Staff with the only exception that clinical faculty are not placed in fringe lots.
  2. All allocations are approved by the Department Chairman.

4232  Family Medicine

  • Permits are allocated to employees in the following order:
    1. Chairman and Vice-chairman
    2. Clinical faculty
    3. SPA staff according to longevity (consideration is given to job responsibilities)

4233  Neurosurgery

  1. First, the attending neurosurgeons will be issued parking.  It will be distributed by academic rank with the number of years at UNC determining the ranking in the individual academic levels. (Professor > Associate Prof > Assistant Prof > Instructor)
  2. Next, parking will go to our clinical providers (APPs, RNs, etc) whose primary work location is at the Medical Center.
  3. Next, parking will go to our office and administrative staff.  The senior administrator (ACA or equivalent will have the highest priority, followed by all other administrative staff according first to number of hours worked and next two years of seniority within Neurosurgery and UNC all together (a sum of the two numbers).
  4. Anyone that does not fit into the three categories above will then be evaluated based on hours worked and then seniority.

4236  Obstetrics and Gynecology

  • Permits are allocated to employees based on the following:
      1. Job-related travel
      2. Rank (faculty)
      3. State and departmental service (staff)

4238  Otolaryngology / Head & Neck Surgery (ENT)

  1. EPA employees are assigned permits first due to the nature of their duties and total state service.  Once an EPA employee obtains a permit, it is his/hers to keep until they choose to release it.
  2. Remaining permits are issued to SPA employees based on state service.  An SPA employee can be replaced by a new EPA employee due to the nature of their duties.

4244  Ophthalmology

  • Department MD’s are given first choice due to the nature of their work hours and on-call schedules.
  • Critical staff employees such as the Department Administrator are awarded perits next.
  • All other employees are awarded permits based on years of service with the Department and University.

4248  Pediatrics

University employee parking assignments within the Department of Pediatrics are assigned with preference given in the following order:

    • MD clinical faculty
    • PhD faculty
    • Non-MD clinical faculty
    • Non-clinical faculty
    • Staff employees (in this order)
      • Clinical staff
      • Research staff
      • Administrative staff

Within each of these categories of employees, assignments are made based on total state service of the employee.

4256  Psychiatry

  • Permits are allocated to employees based on the following:
      1. Seniority within Department.
      2. Work location.
      3. Work responsibilities.

4257  TEACCH Division

  • Permits are allocated to permanent, campus based faculty, staff, clinical fellows and postdoctoral associates based on total years of service with the University.
  • Any remaining permits are allocated to part-time employees based on total years of service with the University.

4259  Medical Illustrations

  • Permits are allocated to employees based solely on length of service to the Department, rather than by the employee’s Total State Service Date.

4260  Radiology

Each spring, the Department of Radiology receives an annual allotment of parking spaces from Transportation and Parking (T&P) to be used during the upcoming parking year starting on or about August 15. This quantity (about 35) is determined using a formula that considers number of personnel and cumulative state service. In turn, the Department of Radiology assigns these spaces to best support the departmental mission using the following iterative methodology. It is important to remember that only these annual assignments are considered by this procedure; any temporary upgrades by T&P during the year are not a part of this departmental allocation policy.

  1. Current holders (first priority): each departmental parking space is first reassigned to the individual who held it as a result of the prior annual assignment process; interim upgrades are ignored. If there is a shortage of space in a particular lot, holders having more state and departmental service are given priority for reassignment.
  2. Evicted holders (second priority): if capacity remains in a particular lot, return any employee who was evicted from that lot in the past, wishes to reclaim it, and who did not forfeited that claim. This category results when an individual was dislocated in the past as a result of our allotment being reduced or oversubscribed. Priority is given first to those most recently evicted and, within that, those having more state and departmental service. Claims are forfeited if once offered and not claimed.
  3. Moves: process move requests by current holders (step 1), but only when capacity exists in a requested lot…bumping is not a feature of this policy except in step 5. Requests for moves by current holders having more state and departmental service are given priority. After each move, reevaluate if an evicted claimant (step 2) might now be accommodated and, if so, make that assignment.
  4. Evicted (third priority): after completing steps 1 through 3, there may remain a current holder without an assignment…defined as newly evicted. Assign them to an available space in another lot giving preference to those having more state and departmental service. Newly evicted have priority to reclaim their former space if it becomes available in the future. Next, assign evicted holders from past years not yet assigned a space. Priority is given to those most recently evicted and, within that, to those having more state and departmental service.
  5. Remaining space (fourth priority): Several spaces (4 during the 98-99 parking year) are set aside for use by SPA administrators: business manager and three supervisors; these may not to be preempted. Any remaining spaces are allocated to full-time employees based on state and departmental service considering their mission. To ensure the department is able to fulfill its mission of excellent clinical care, full-time clinical faculty (including clinical instructors) must be assured of campus parking. This may require that we preempt some staff or research faculty assigned spaces in steps 1 through 4. If this becomes necessary, the holder would be evicted and, according to this policy, would retain priority to reclaim that lot future years should it become available.

In this methodology, the current assignment and the 1st choice are emphasized. The current assignment, if any, is where we start. Anyone wishing to be considered for a "better assignment" should list that as their 1st preference; only these are considered in step 3. If the request can not be awarded during that step, it will be placed on the respective campus-wide waiting list. Make your requests realistic to be effective; i.e., if one has just a few years of service and does not otherwise have assigned parking, do not preference Bell Tower parking…it likely won’t happen! If a departmental parking space becomes available during the year, it will be first offered to an evicted holder who holds first claim to the lot, to an individual requesting a move to that lot and, lastly, to an unassigned employee holding more state and departmental service.

4262  Radiation Oncology

  1. Permits are allocated to employees on a priority basis.
  2. Following this singular priority, permits are allocated to permanent staff members based on length of Departmental Service.

4264  Surgery

  • Permits are allocated to employees based on the following:

  • All employees are listed in order of state service, however EPA and SPA are separated. EPA employees are assigned permits first due to the emergent nature of their clinical duties. If there are any remaining permits in the departmental allocation, SPA employees are given the remaining permits.

4270  Laboratory Animal Medicine

  • Permits are allocated to employees based on Total State Service Date.

4273  Allied Health Sciences

1.   First priority is given to the Department Chair, Associate Chairs, and Division Directors based on service on the Chair’s Advisory Committee.

2.       Remaining permits are allocated, based on UNC-CH service, in the following order:

    A)   Permanent, full time
    B)   Permanent, part-time
    C)   Temporary, full-time
    D)   Temporary, part-time

  • Permanent is defined as working twelve months of the year.  Full-time is defined as equal to or greater than 75% FTE.

3.       Department employees taking an extended leave of greater than 30 days for personal or professional reasons may, at the Chair’s discretion, have their parking permits reassigned temporarily.  Permits will be returned after the employee has returned from leave. 

4.       The Department Chair has final approval of the department’s allocation of permits as well as the discretion to make changes as he/she sees fit.

  • Once the Department of Public Safety's online employee registration closes all requests are reviewed.  Our process gives first priority to those employees that have faculty appointments.  Then we allocate permits based on TSSD and space requested

  1. The Director, Faculty and Center Administrators are assigned first.
  2. Remaining permits are assigned to individuals in the research labs at the discretion of the Director.
  3. If any permits remain in the allocation, temporary employees will be assigned permits.

  • Parking is allocated according to years of service at UNC.  Allocations will also take into account some special cases, which include time-limited circumstances such as pregnancy / new baby needs, and burdens in work-related off and on-campus travel.

4401  School of Nursing

  1. Permits are allocated to the SPA/EPA Non-Faculty and EPA Faculty on a percentage basis for each parking zone where permits are available. The percentages are calculated using filled permanent positions plus vacant permanent positions for each category.
  2. SPA and EPA Non-Faculty employees are ranked by their Total State Service Date. EPA Faculty employees are ranked by the total of their UNC School of Nursing service plus their equivalent appointments at the rank of Instructor or higher at other institutions of higher education. Part-time faculty appointments are calculated at 50% per year for each year of part-time employment.
  3. An equitable distribution of permits is maintained when allocating permits by the established criteria. If the percentage basis of distribution creates an inequitable allocation between groups, then the service criteria for allocation will override the percentage breakdown.

4501  Pharmacy

Permits are allocated in the following order for the School of Pharmacy:

1. Full Professor
2. Dean (associate)
3. Director of a Center
4. Total State Service (faculty or staff)

4601  Public Health Deans Office / 4609 SPH Shared Services

  1. Preferred permits (MD, W) are allocated to Associate Deans and others consistent with the operational needs of the School of Public Health.
  2. Remaining permits are allocated to all other personnel on the basis of a combination of State and SPH service. The formula used is years of SPH service plus years of State service. This measure recognizes State service but favors those with long SPH service.

4603  Computing and Information

  • Preferred permits (W, PD) are allocated to the Dean, Associate Dean, and possibly to others consistent with the operational needs of the School of Public Health.
  • Remaining permits are allocated to all other personnel on the basis of a combination of State and SPH service. The formula used is years of SPH service plus years of State service. This measure recognizes State service but favors those with long SPH service.

4605  Center for Environmental Health and Susceptibility

  • The parking allocation for the Center for Environmental Health and Susceptibility is based on seniority. The employee with the greatest number of total state service years is the individual entitled to receive the department’s one permit allocation. If the employee wishes to forfeit the permit, the permit will default to the person that holds the next highest total state service.

4610  Health Policy and Administration

  1. Permits are allocated to faculty and staff based on departmental seniority.
  2. If faculty or staff have extenuating circumstances regarding parking, the department’s business manager will address those issues.

4620  Biostatistics

  • Permits are divided proportionately between faculty and staff based upon teh number of applications. Permits are then allocated by Total State Service Date. "W" permit is allocated to the Chair of the Department.

4626  Community Health Service

  1. Permits are allocated to EPA and SPA employees based on years of state service.
  2. Extenuating circumstances are taken into consideration.

4630  Environmental Science Engineering

  • Permits are allocated to employees based on Total State Service Date
  • Exceptions are made at the discretion of the Department Chair and Business Manager and may include consideration of years of service to the Department
  • The Department Chair and Associate Chair are entitled to priority permits regardless of years of service

4635  Epidemiology

  1. All N2 permits are allocated to Nations Bank staff based on seniority.
  2. All other permits are divided evenly between faculty and staff,
  • Permits for staff are allocated solely based on seniority.
  • Permits for faculty are allocated based on a combination of criteria that includes: seniority, special needs, sustaining prior commitments, faculty retention, faculty recruitment, alternative transportation options, and Benefit of the Department.

4640  Health Behavior and Health Education

  • Eligibility --

    All full-time faculty and staff are eligible for a parking permit from the department’s allocation.  This includes full-time research personnel whose offices are located in Rosenau/McGavran-Greenberg.  Faculty and staff with offices outside of Rosenau/McGavran-Greenberg and part-time faculty and staff are included in the parking pool, but their priority may differ depending on their FTE and primary office location.  Student employees are not eligible to receive parking permits from the department’s allocation. 

  • Allocation Criteria --

    Allocation of parking permits based on preference, years of service and rank score.  Each eligible employee will be assigned a rank score that will be added to the years of service to arrive at a “parking priority score”.  The “parking priority score” determines whether an individual receives their first, second or third choices of parking zones.

    • Preference is determined by the availability of spaces and the eligible employee’s first, second and third choices of parking zones.
    • Years of service is determined by the eligible employee’s Date of First EPA appointment or Total State Service Date.
    • Rank score will be determined by weights assigned to faculty ranks and staff grade levels. (see chart below)
    • One permit is reserved for the Chair and one for the Department Business Manager.

    The parking priority score of part-time employees is multiplied by the percent of time for which they are employed (FTE).  For example, the parking priority score of someone working 50% time would be reduced by 50%.  Persons coming to campus infrequently would have a lower parking priority than full-time personnel of equal rank and longevity.

    Faculty and staff members whose primary office is in a location other than Rosenau/McGavran-Greenberg will receive parking permits based on their priority score and the availability of an departmental parking allocation that is close to the location of their primary office.

 

4645  Maternal and Child Health

  1. Years of Service

            Total State Service plus 50% of Service to the Department

    a.  Total State Service determined by date recorded in Employee Records.

    b.  Departmental service determined: 

    i.  Full time: 1 month service for every month employed in the Department

    ii.  Part time; ½ month service for every month employed 50% time

    iii.   ¾ month service for every month employed 75% time.

 

Example:  Employee has 15 years of total state service with 6 of those years being in the Department.  The employee would have a total of 18 years of service for calculation for assignment of parking.

  • The Program Director is given top priority from the Department’s allocation

  • The Carolina Population Center maintains a waiting list for the University parking permits that are allocated to it.

  • Permits are allocated to permanent full-time employees based on total state service. Remaining permits will be distributed to temps based on longevity.

  • Permits are currently allocated to employees based on seniority within the department.

4950  Sheps Center

  • Permits are allocated to employees based on total state service.

4960  Continuing Education in Health Sciences

  1. Permits are allocated to employees based on the following criteria:
    • Length of service
    • Distance from home to work
    • Availability of bus service

4970  Ambulatory Care Center

  1. Permits are allocated based on Total State Service Date.
  2. An exception is made for the Ambulatory Care Director position, which receives an All-Gated Permit based in the FG lot.

4974  Injury Prevention Research Center

  1. Permits are allocated to employees based on the following criteria:
    • Years of service
    • Hours worked per week at Chase Hall
    • Need for use of private vehicle in work
    • Distance of home from campus / Availability of bus service

  • Permits are allocated to employees based strictly on Total State Service Date.

  • Permits are allocated to permanent staff members based on Total State Service Date.

5245  Frank Porter Graham Child Development Center

    1. Permits are allocated to employees based on Total State Service Date with the following priority plan:
      1. Employees with accessibility concerns
      2. Permanent full-time employees (Full-time is defined as at least 75% FTE)
      3. Permanent part-time employees (Less than 75% FTE)
      4. Full-time temporaries
      5. Part-time temporaries

5350  Highway Safety Research

  1. Permits are allocated each year based on a combination of years of service at HSRC and years of service at UNC-CH or other UNC campus, with each given approximately equal weight. The staff is ranked on two lists, service at HSRC and service at UNC. The two rankings are averaged to determine the employee’s final rank. Permits are assigned according to this final rank.
  2. Exceptions to this rule are made at the discretion of the HSRC Director

5380  WUNC Radio

  • Permits are allocated to employees based on the following:
      1. Work assignment
      2. Years of University service.

5401  Institute of Government

    1. The School of Government's policy is to offer parking, for purchase by the individual employee, within its university allotment and allotment of available private parking in the following priority order:
      (a) To faculty, senior administrators, and division managers. If necessary, eligibility for parking passes within this category will be in order of earliest Unit Service Date.
      (b) To employees in all remaining categories (EPA Nonfaculty, SPA, etc.), in order of earliest Unit Service Date.

    2. Parking will be offered in descending order through the categories of eligibility, as long as spaces are available in the School’s allotment. Assignments will be made first to the School’s university allotment, and then to any private parking the School is able to arrange.
      If the number of employees requesting parking exceeds the School’s allotment of parking, individuals in lower categories of eligibility will be required to give up their parking permits in order to accommodate people in higher priority categories who qualify for parking. University permit holders will give up permits based on lowest ranking in the categories above. University permit holders may be called upon to give up permits during the permit year; generally, the School will provide two month’s notice if a permit must be surrendered during the permit year.

    3. The Dean or the Dean’s designee may make exceptions to this policy.

    4. The Dean may reserve up to four spaces to assign in the Dean’s discretion, outside the normal annual procedure.

5505  Academic Affairs Library
  1. Permits are allocated to employees based on Total State Service Date.
  2. Exceptions are made by the Associate Provost for University Libraries for staff whose job duties require that they have a personal automobile in close proximity to the work place.

5520  Law Library

  • Permits are allocated based on needs of the library, rank, seniority and individual circumstances.

5525  Health Sciences Library

  • Permits are allocated to all Health Sciences Library employees based on Total State Service.

7110  Facilities Services

  • Permits are allocated to employees based on Total State Service Date.
  • Employees not receiving their preferred lot are screened and placed in a lot nearest to their work location, also based on Total State Service Date.

  • Permits are allocated to employees based on Total State Service Date / Seniority.

7602  Public Safety

Permits are allocated according to the following categories in order:

1. Critical Staff identified as Sworn Police Officers and Police Telecommunicators.

2. Staff with work schedules which preclude the use of alternatives to on campus parking. **NOTE** This priority does not equate to zone priority. Groups one and two will qualify for on campus parking ONLY in the zones that they are eligible for based on state service.

3. Staff prioritized by total state service.

4. All employees not getting first choice or a permit at all may apply will be put on a waiting list

7613  Electronic Office Service Center

  1. Permits are allocated to employees by University Service and by preference.
  2. The Office Manager has the option to use one of the space allocations.

8120 Auxiliary Services

  • Permits are allocated to employees based on Total State Service Date but depending on business needs, one to three permits can be allocated for individuals in sensitive positions who need parking and building access at all times.

8215  University Housing

  1. Permits are allocated to employees based on the following priority criteria:
    • By need for a parking permit. Staff who commute daily receive priority over those who are within walking distance or have a preferred alternative means of transportation (vanpool, bus, etc.).
    • By position category, which recognizes the level of responsibility within the department, as well as administrative staff’s periodic need to utilize personal vehicles for work related travel about campus.
    • By Total State Service Date.

  1. Three permits are set aside for the Health Affairs Bookstore, and, depending on business needs, one to three permits for individuals in sensitive positions who need parking and building access at all times.
  2. Permits are allocated to employees based on Total State Service Date.

8505  Materials Management & Distribution

  • Permits are allocated to all employees at the main location.
  • Three on-campus permits are allocated for the Satellite storerooms in the Dental School and Venable Hall. One permit is allocated to the manager of each storeroom, and the third is allocated to an employee in the Venable storeroom based on Total State Service Date.

Hospital Allocation Policy

Policy:

Parking resources available to the Hospitals have been severely limited during the past several years due to the level of construction and growth in the South Campus area and most of the University Community. To minimize the impact of the reduction in parking space during this growth period, Hospital Administration authorized funding to increase parking alternatives. Improvements have been made to transportation systems between the Hospitals and the Chapel Hill Transit Park & Ride Lots, the Hedrick Building Lot (PH Lot) and additional fare free bus services were added from remote campus parking lots to the Hospitals and ACC. These parking options have been provided without cost to employees. The purpose of this policy is to establish reasonable and fair procedures for distribution of UNC Hospitals’ portion of the parking allocation and available bus passes.

Objective:

Parking for patients, visitors and staff is an extremely important asset to the Hospital Campus. Competition for patients and staff members dictates that parking resources be judiciously distributed. With this in mind, the following procedures have been established to manage the parking system.

Procedures:

The primary criteria for issuance of permits will be an employee’s Total State Service Date.

  1. Employees who work only on evenings, nights and weekends as well as Hedrick Building Personnel are not affected by this allocation methodology. Day / evening rotators are employees working both 7:30 AM – 3:30 PM and 3:00 PM – 11:30 PM time periods. Night employees work between 5:00 PM and 8:30 AM.
  2. Employees who work between the hours of 7:00AM and 5:30 PM and who do not have an Evening Rotation will be prioritized based on Total State Service.
  3. If, during the course of the parking year, an increase in available parking permits arises, then those who use CHT Park’n’Ride lots will be given the opportunity to have Hedrick Building parking (PH Lot) and will then be placed onto the waiting list for on-campus parking. As with the other waiting list, the PH waiting list will also be organized by Total State Service.
  4. Permits turned in due to termination, LOA, etc., will be assigned to employees currently on the waiting list who are awaiting reassignment to their preferred parking zone. Permits that become available for the PH lot will be issued to those employees who at orientation are identified as not able to utilize Chapel Hill Park’n’Ride Lots.
  5. Critical recruitment areas may receive special consideration for on campus parking. Each year the Hospitals Parking Advisory Committee (HPAC) shall evaluate and recommend approved classifications for on campus parking consideration.

     

  6. Contract Employees: All contract employees must pay in advance of receiving a parking permit. Most contract employees will be prioritized for the PH lot. Contract management staff with 24-hour responsibility will qualify for an S-11 or CD permit. Traveling Nurses will be allocated space in the PH lot.
  7. Bus Passes – UNC Hospitals encourages the use of the Chapel Hill Transit bus system to reduce on campus traffic and improve efficient utilization of parking resources. In support of this philosophy, UNC Hospitals will purchase a bus pass for any permanent employee in lieu of a parking permit. The University has allocated a limited number of bus passes to the Hospitals. These passes will be distributed based on total state service and will be distributed to employees living outside the two-mile boundary, established by the University. Hospitals employees who do not qualify for on campus parking and living inside the boundary, will be issued a bus pass purchased by the Hospitals.

Termination Procedure

Employees terminating employment with the Hospitals must return parking permits, or bus passes to the Parking Office. Employees may obtain a temporary permit one-week prior to termination of employment. A $50 administrative replacement fee will be deducted from the last paycheck for permits, photo identification badges, or master keys not returned. Employees not returning bus passes purchased by the Hospitals will be charged for the balance of the bus pass.

Special Circumstances

Persons with special circumstances may be issued on campus parking by submitting a request form through their department head to the Division Director. The Division Director will review the request and forward it to the Parking Manager for consideration by the Hospital Parking Advisory Committee (HPAC). Each application will be evaluated on its own merits by HPAC.

 

Disability Parking Permits

All current disability applications will be reviewed prior to distribution of the 1999 /2000 parking permits.
