Contractors and UNC employees who were associated with the ERC or Human Studies Facility and then converted to EPA employees may count these years of service towards seniority. SEE employees may count years of service in the SEE program or prior government service towards seniority.

2318 Office of Faculty Governance
- Permits are allocated to employees based on need. Those who live farther away from campus receive higher priority over those who are closer, and, in general, better able to use transit instead of an automobile. Consideration is also given to personal issues, such as medical and child-care needs.
2363 UNC Press
- Permits are allocated to employees based on the following criteria:
- By position category, which recognizes the level of responsibility within the department, as well as staff member’s need to use a personal vehicle for work related travel.
- By Department hire date.
- By need for a permit. Distance to work, availability of bus service, and other circumstances that necessitate a car on campus are taken into account.

- Permits are assigned with the following preference:
- EPA employees are assigned permits first; preference according to those with more service time to the department (OTD).
- SPA employees are assigned permits second; preference according to those with more service time to the department (OTD).
- Gated parking is reserved for the Associate Vice Chancellor.
3116 Summer School
- Permits are allocated to employees based on staff classifications. The highest level permit is offered to the Student Services Manager, the next to the Administrative Assistant, and the last to the Student Services Assistant.
3118 Carolina Environmental Club
- Permits are allocated to employees based on the following priority criteria:
- Permanent employees (At least 75% time), appointed through the CEP, are eligible. Temporary and part-time employees (including Students) are not eligible. Permanent University employees participating in CEP whose academic appointments are in other units will receive parking through primary departments and are not eligible for consideration through CEP.
- Needs of the Program and position – according to highest level of responsibilities and requirements for frequent travel during the business day in conjunction with these duties.
- Needs of employees – transportation needs that require University parking and that cannot be met any other way.
3120 General College
- Permits are allocated to employees based on Total State Service Date.
- A permit is reserved for the Associate Dean.
3130 Center for International Studies
- Permits are allocated to employees based on years of service with the University.
3140 Developmental Studies
- Permits are allocated to employees based on work hours and job responsibilities.
3145 Center for the Study of the American South
- Permits are allocated based on total state service.
3201 Arts and Sciences
- Permits are allocated to employees based on employee preferences, availability of spaces in allocated parking lots, and Total State Service Date.
- Permits are allocated to senior level administrative positions based on critical need.
3203 Honors
- Permits are allocated first to full-time employees based strictly on Total State Service Date.
- Permits are allocated to part-time employees based strictly on Total State Service Date.
3204 Art
- Permits are allocated to faculty and staff based on Seniority.
- Following that, permits are allocated on the following basis:
A. Faculty members whose offices are located in the Hanes Art Center and who teach only in Hanes Art Center.
B. Faculty members who teach in Hanes Art Center but whose office/studios are located at the Art Lab.
C. People who live within walking distance or who have a bus route available to them may be asked to relinquish their priority status.
3206 Peace, War and Defense
- A permit is allocated to the Programs Administrator, the only employee in the Department.
3207 Dramatic Art
- Permits are allocated to Faculty first, based on Rank and/or importance of administrative responsibility.
- Permits are then allocated to SPA employees in order of critical support service to the Department and Faculty.
3211 Institute for the Arts and Humanities
- Permits are allocated to employees based on rank order (down through Administrative Assistant I Level).
3212 Music Department
- Permits are allocated to employees based on:
- Rank
- Years of service
- Special circumstances (Health, etc.)
3215 Communication Studies
- Consideration is given to the faculty or staff member’s need to be on campus as determined by administrative, teaching, research, professional service, and/or other responsibilities. Where the need to be on campus is approximately equal, priority is given on the basis of rank and years of service for faculty and on the basis of years of service for staff.
- Consideration is given to individuals with existing medical conditions. Where existing medical conditions are similar, priority is given on the basis of rank and years of service for faculty and on the basis of years of service for staff.
- Consideration is also given to maximizing the safety of faculty and staff working during hours of darkness. This is of particular concern for faculty whose responsibilities require their presence on campus at night, usually when teaching evening classes.
- Final consideration is given on the basis of rank and years of service for faculty and on the basis of years of service for staff.
3220 Classics
- Permits are allocated as follows:

3221 Humanities and Human Values
- Permits are allocated to all employees in the Department.
- If demand exceeds supply, the Director would allocate permits based on the employee’s status as a full or part-time employee, favoring full-time employees; on the employee’s level in the department hierarchy, favoring managers over support staff; and on the employee’s length of service within the department.
3222 Comparative Literature
- One permit is allocated to the Department Secretary.
- The other permit is allocated to the faculty member with the most seniority.
3225 English
- Permits are allocated on the following priority basis:
- Departmental Staff Support is looked at first due to the fact they are scheduled to work five days a week. Permits are allocated by Total State Service Date.
- Faculty is then reviewed and permits are allocated by rank, then by Total State Service Date
3226 Curriculum in American Studies
- Permits are allocated based on total state service.
3228 Linguistics
- Permits are allocated to employees based to Total State Service Date.
- The Department Administrator is given priority equal to the most senior faculty member.
3229 Germanic Languages
- Permits are allocated to employees based on the following priority criteria:
Need to be on campus as measured by the amount of classroom and office time required to discharge duties. This criterion includes teaching, administrative or professional service, and advising duties.
Medical conditions.
Seniority measured by academic rank of faculty members.
Seniority measured by years of service to UNC.
3232 Applied and Materials Science
- Permits are allocated to employees based on total state service.
3238 Philosophy
- Permits are allocated to employees based on Total State Service Date, sometimes taking into account other factors such as the nature of the employee’s work schedule and the necessity to bring a car to campus.
3241 Religious Studies
- With the exception of the Chairman, permits are allocated based strictly on total state service dates.
3244 Romance Languages

- The Department Chair may grant a faculty member priority despite low seniority if an unacceptable hardship is imposed on that individual under the seniority system.

- Permits are allocated to employees based on the employee’s hours worked per week in the department, number of years worked in the department, and any extenuating circumstances.
3251 Latin American Studies
- Permits are allocated to employees based on the following:
- One allocated to Director (or Acting Director).
- Any remaining permits allocated according to seniority within Institute.
3252 Asian Studies
- Permits are allocated according to employee’s total state service.
- Priority is then given according to specific situations or extenuating circumstances.
3258 Psychology
- Permits are allocated to permanent, full-time faculty, staff, and postdoctoral research associates based on years of University service. If necessary, this policy is waived to accommodate adequate parking provisions for the Department chair.
- Remaining permits are allocated to part-time employees based on total years of University service. If no spaces are available from the Department’s allocation, a special request is made to the Parking Office to provide F lot spaces to these individuals.
3262 Marine Sciences
- Permits are allocated to employees based on the following:
- Seniority within department.
- Special needs.
3264 Ecology
- Permits are allocated according to a balanced combination of the scheduling of employee’s work duties and total state service.
3265 Chemistry
- The Department Chairman may reserve up to 4 spaces to assign at his/her discretion, outside the normal procedure.
- Permits are assigned to permanent faculty and staff by Total State Service Date, with tenured or tenure-track faculty employees credited with an additional 5 years of seniority for internal ordering purposes.
- Any remaining permits are assigned to temporary staff, visiting faculty, post-doctoral and research fellows after permanent employees.
3266 International Studies
- Permits are allocated to employees based on total state service.
3267 Biology
Permits are allocated to employees based on seniority within department and service commitments to the University. Faculty will have teaching commitments taken into account, while staff will have total state service taken into account.
3268 Geology
- Permits are allocated strictly according to state service dates. No distinction is made between faculty and staff.
3270 Physics and Astronomy
- Permits are allocated to employees based on a variety of criteria. The main consideration is actual need for a parking permit. Top priority is given to the following employees:
- Department Chairman
- Instrument Shop Supervisor
- Employees who must go to other locations during the day on a regular basis
- Employees who need to park close by due to physical conditions not severe enough to warrant a disability permit
- Employees who do not live near bus lines, have no other means of transportation to work, and/or must commute from long distances
- Employees who have long-term family circumstances which might require them to leave work quickly in an event of an emergency
- Faculty whose regular work hours go beyond the time when buses are running.
Any remaining permits are allocated to employees based on seniority.
3273 Operations Research
- Permits are allocated to employees based on seniority.
3276 Computer Science
- Permits are allocated to EPA, EPA Non-faculty, and SPA employees based on Total State Service Date with some exceptions.
3279 Public Policy Analysis
- Permits are allocated to employees based on Total State Service Date, seniority, and need.
3282 Mathematics
- Permits are allocated to employees based on the following procedures, some in combination:
- Seniority (Total State Service Date)
- Proximity to work
- Reserves for some faculty serving in administrative capacity in the department
- Employee’s work schedule
- Employee’s affiliation with other campus departments
- Special considerations as noted by the employee requesting a permit.
3283 Womens Studies
- Permits are divided proportionally between faculty and staff.
- Within each category, permits are allocated to employees based on seniority.
- The Department Chair has priority in selecting where he/she will park.
3284 Anthropology
- Permits are allocated to employees based on seniority, with the majority of permits going to faculty, and a proportional amount going to staff.
3286 Research Laboratories of Archaeology
- Permits are allocated to employees by the RLA Director on a case-by-case basis, taking into account factors such as need, job classification, years of service, and prior parking history.
3287 African and Afro-American Studies
- Permits are allocated to employees based on total state service, need, rank, and parking history.
3288 City and Regional Planning
- Permits are allocated to employees primarily based on years of departmental service.
- Other factors such as safety and special hardship issues may be considered as well.
3289 Economics
- The Department considers faculty rank followed by time and rank for allocation of parking permits.
- 50% of the staff are allocated permits based on Total State Service Date.
3290 Geography
- Gated permits are allocated to the Department Chair, the Department Manager, and the faculty member with the longest continuous history of purchasing permits through the Department.
- All other permits are allocated to employees based on length of time purchasing parking permits through the Department.
3291 History
- Permits are allocated to teaching faculty and full-time staff on a Need basis.
3292 Physical Education
Permits are allocated according to a combination of points and state service.
Points are given by rank as follows:
100 Professors (Assistant, Associate & Full)
90 Salary Grade 65 through Lecturer
80 Salary Grade 59-64
70 Salary Grade 55-58
60 Salary Grade 54 and Below
Points are added to the number of years of total state service, and all employees are ranked by the total number of points they have earned. Preference is given to full-time permanent employees, with part-time permanent employees receiving any remaining allocations.
3294 Political Science
- Permits for EPA employees will be allocated first by rank (Professor, associate professor, assistant professor, instructor, other) and then within rank by seniority. That is, the least senior professor will have priority over the most senior associate professor.
- Permits for SPA employees will be allocated first to full-time employees and then to part-time employees. Within these two categories (full-time and part-time), priority will be determined by seniority.
- If the number of parking permits allocated to the Department is fewer than the number of requests, the shortfall will be allocated proportionately between SPA and EPA employees.
- The Department chair is authorized to depart from these guidelines in order to accommodate unusual or special needs of the Department.
3295 Military Science
- One permit is reserved for Department Chair. Remaining permits are allocated to employees based on date assigned to UNC.
3296 Sociology
- Permits are allocated to employees based on years of service to the University.
- In a few cases, additional criteria are used to allocate permits. Persons with special needs—such as the Department Chair, whose duties require him/her to attend various meetings (on and off campus), transport department visitors, etc.—may be allocated permits for which they would not be eligible based on the Seniority system.
3297 Aerospace Studies AFROTC
- Department Chair is given first choice for a parking permit.
- Other permits are allocated to cadre and staff based on date of arrival at UNC.
3298 Naval Science NROTC
- Permits are allocated using the following precedence:
- Chairman
- University Administrative Assistant
- Executive Officer, NROTC Unit
- Officer in Charge, NROTC Unit
- Other personnel (Military faculty and staff) based on seniority
3299 Leisure Studies and Recreation Administration
- Permits are allocated to faculty and staff with consideration for rank, years of State Service, off-campus responsibilities, as well as the applicant’s proximity to Park and Ride lots and/or the Chapel Hill Transit System.
3301 Kenan-Flagler Business School
- When availability allows, all permanent employees receive parking. If space becomes restricted, 20 permits will be reserved for the Dean, his office staff, and other administrative staff. Remaining permits will be allocated according to total state service.
3501 Journalism
- Permits are allocated to permanent full-time faculty and staff based on number of years of University Service.
- The following criteria are also taken into consideration:
- Faculty and staff who have not requested permits in the past who decide to do so, will be given preference over later-hired faculty and staff.
- Faculty or staff members who take leave and give up their permits would also be given their proper longevity sequence upon return.
- Staff members who transfer into the school from other areas of the University will be given credit for their total University service.
- Any faculty or staff members who leave University employment and then return would not receive credit for employment prior to departure.
3601 Law School
- Permits are allocated to employees based upon Total State Service Date.
3701 Information and Library Sciences
- Parking is allocated to employees based on longevity, occasionally tempered by special needs.
3801 Social Work
- Permits are allocated to employees based on the following:
- Positions with specific responsibilities (Dean, Associate Dean, etc.)
- Full professors.
- Remaining spaces are distributed based on University service.
3901 Graduate School
- First parking permits will be allocated to Deans.
- Allocation on all other parking permits for staff will be on the basis of years of service at UNC-Chapel Hill.
3904 Proposal Development Initiative
- Permits are allocated first to the Director, and next to employees based on departmental seniority.
3905 Vice Provost for Graduate Studies and Research
- Permits are allocated to employees based on Departmental Seniority.
3906 Information and Communication
- Permits are allocated to employees based on Departmental Seniority.
- Gated parking is reserved for the Director.
4101 Vice Chancellor of Health Affairs
- Permits are allocated to EPA employees by Departmental rank and then by Departmental service.
- Permits are allocated to SPA employees by Departmental service and then by Total State Service Date.
4201 Medical School
- Permits are allocated to employees based on Aggregate State Service.
4204 Cell Biology and Anatomy
- Permits are allocated to employees based on years of service within the Department and distributed in the following order:
- Department Chair and Business Office
- Tenure and Tenure Track Faculty
- Research Faculty, EPA non-faculty and full-time SPA employees
4208 Microbiology and Immunology
- Permits are allocated to employees on the following priority basis:
- Chairman
- Business Manager
- Full Professors by seniority
- Associate and Assistant Professors by seniority (includes Research and Tenure Track)
- All non-faculty personnel including Administrative and Laboratory Staff by seniority
4210 Toxicology
- Permit is allocated to support staff.
4211 UNC Physicians and Associates
- Permits are allocated to employees from a waitlist based on Total State Service.
- Once an employee obtains a permit, it is his/hers to keep until they choose to release it. Employees can not be replaced by new Departmental employees with more state service time.
- Employees with the greatest Total State Service Date are placed at the top of the waitlist regardless of when they started working for the Department.
4212 Biochemistry
- Permits are allocated to employees based strictly on Total State Service Date.
- Permits are allocated to the Chairman and Business Manager of the Department, regardless of their State Service Date.
4216 Pathology
- Permits are allocated to employees based on seniority as determined by a number of sources. SPA personnel have a clearly determined Total State Service Date kept by University Records. EPA employees service date is reflected through the "Date of First EPA Appointment." Residents and postdoctoral fellows who spend four or five years with the University or UNC Hospitals prior to a faculty appointment receive no credit for this service. Therefore, credit for this full time employment is given to EPA personnel who have prior employment with the University in some EPA position.
- The only exception to allocation by seniority is made for clinical faculty. Since clinical faculty will occasionally be on call and must arrive in an expedient manner for medical emergencies, no clinical faculty are placed in fringe lots. New clinical faculty and those with little time served are allocated permits in the Craige Deck.
4218 Genetics
1. The Chairman and Departmental Administrator's permits are assigned first.
2. All remaining permits will be equally assigned to individuals (Faculty/Staff) based on duration of Total State Service. The Department Chair will exercise his/her authority to make adjustments to this policy to ensure all tenured and tenure-track Faculty will have a permit for on campus parking. No tenured or tenure-track faculty will be displaced from an existing assigned space. Staff members and Research Faculty (EPA fixed-term) that are at, or near the bottom of, the department's Total State Service list may be displaced by a tenure-track or tenured Faculty member.
3.In terms of parking assignments, no distinction will be made between Research Faculty (EPA fixed-term) and Staff. Thus the Total State Service rule will apply.
4. Postdoctorals will continue to receive their permits through the Department of Public Safety and not via their home department. Permits are drawn from a lottery and then assigned strictly by Total State Service. If no assignment is made, you can elect to be placed on a waiting list.
5. Students will continue to be eligible to participate in the campus-wide lottery. These permits are assigned directly from the Department of Public Safety. Again, if no assignment is made, you can elect to be placed on a waiting list.
4220 Pharmacology
- The Chairman and the Departmental Administrator’s permits are allocated first.
- All remaining permits are assigned to individuals based on duration of total state service, with no distinction made between Faculty and Staff. The Administrator will exercise his or her authority to make adjustments to this policy to ensure all tenured and tenure-track Faculty have a permit. Thus, staff members and Research Faculty (EPA fixed-term) that are near the bottom of the department’s total state service list may be displaced by a tenure-track or tenured Faculty member.
4223 Cystic Fibrosis Research
- Permits are allocated to employees based on total state service date, with consideration given to faculty members who attend on the clinical inpatient services and first year clinical fellows who attend full-time.
4224 Cell and Molecular Physiology
- One permit is reserved for the Department Chairman.
- Permits are allocated to permanent employees (faculty and staff) based on Total State Service Date.
- Temporary employees are not eligible for parking permits.
4225 Environmental Medicine and Lung Biology
- Permits are allocated to employees based on Total State Service Date.
4226 Cancer Research Center
- Permits are allocated based on total state service.
4227 Hemostatis and Thrombosis
- Permits are allocated to employees based strictly on state service years.
4228 Medicine
- The Department of Medicine consists of nine divisions plus administration. Permits are divided among the divisions.
- Divisions are encouraged to allocate permits based on Total State Service Date, with consideration given to those who work heavily in the clinical (patient care) areas. Each division interprets this policy with minor variations.
4229 Dermatology

- Any remaining permits are allocated to part-time employees based on total years of service with the University.
4259 Medical Illustrations
- Permits are allocated to employees based solely on length of service to the Department, rather than by the employee’s Total State Service Date.
4260 Radiology
Each spring, the Department of Radiology receives an annual allotment of parking spaces from Transportation and Parking (T&P) to be used during the upcoming parking year starting on or about August 15. This quantity (about 35) is determined using a formula that considers number of personnel and cumulative state service. In turn, the Department of Radiology assigns these spaces to best support the departmental mission using the following iterative methodology. It is important to remember that only these annual assignments are considered by this procedure; any temporary upgrades by T&P during the year are not a part of this departmental allocation policy.
- Current holders (first priority): each departmental parking space is first reassigned to the individual who held it as a result of the prior annual assignment process; interim upgrades are ignored. If there is a shortage of space in a particular lot, holders having more state and departmental service are given priority for reassignment.
- Evicted holders (second priority): if capacity remains in a particular lot, return any employee who was evicted from that lot in the past, wishes to reclaim it, and who did not forfeited that claim. This category results when an individual was dislocated in the past as a result of our allotment being reduced or oversubscribed. Priority is given first to those most recently evicted and, within that, those having more state and departmental service. Claims are forfeited if once offered and not claimed.
- Moves: process move requests by current holders (step 1), but only when capacity exists in a requested lot…bumping is not a feature of this policy except in step 5. Requests for moves by current holders having more state and departmental service are given priority. After each move, reevaluate if an evicted claimant (step 2) might now be accommodated and, if so, make that assignment.
- Evicted (third priority): after completing steps 1 through 3, there may remain a current holder without an assignment…defined as newly evicted. Assign them to an available space in another lot giving preference to those having more state and departmental service. Newly evicted have priority to reclaim their former space if it becomes available in the future. Next, assign evicted holders from past years not yet assigned a space. Priority is given to those most recently evicted and, within that, to those having more state and departmental service.
- Remaining space (fourth priority): Several spaces (4 during the 98-99 parking year) are set aside for use by SPA administrators: business manager and three supervisors; these may not to be preempted. Any remaining spaces are allocated to full-time employees based on state and departmental service considering their mission. To ensure the department is able to fulfill its mission of excellent clinical care, full-time clinical faculty (including clinical instructors) must be assured of campus parking. This may require that we preempt some staff or research faculty assigned spaces in steps 1 through 4. If this becomes necessary, the holder would be evicted and, according to this policy, would retain priority to reclaim that lot future years should it become available.
In this methodology, the current assignment and the 1st choice are emphasized. The current assignment, if any, is where we start. Anyone wishing to be considered for a "better assignment" should list that as their 1st preference; only these are considered in step 3. If the request can not be awarded during that step, it will be placed on the respective campus-wide waiting list. Make your requests realistic to be effective; i.e., if one has just a few years of service and does not otherwise have assigned parking, do not preference Bell Tower parking…it likely won’t happen! If a departmental parking space becomes available during the year, it will be first offered to an evicted holder who holds first claim to the lot, to an individual requesting a move to that lot and, lastly, to an unassigned employee holding more state and departmental service.
4262 Radiation Oncology

- First priority is given to the Department Chair, Associate Chair, Assistant Chair, and Division Directors.

- SPA and EPA Non-Faculty employees are ranked by their Total State Service Date. EPA Faculty employees are ranked by the total of their UNC School of Nursing service plus their equivalent appointments at the rank of Instructor or higher at other institutions of higher education. Part-time faculty appointments are calculated at 50% per year for each year of part-time employment.
- An equitable distribution of permits is maintained when allocating permits by the established criteria. If the percentage basis of distribution creates an inequitable allocation between groups, then the service criteria for allocation will override the percentage breakdown.
4501 Pharmacy
- Nine permits are reserved for the senior administrative positions in the School(Dean, Associate/Assistant Dean, Division Chairs, Director of Administrative Services).
- Permits are allocated to faculty and staff based on years of service. Staff and faculty are given 50% credit for years served at UNC-CH, but not in the School of Pharmacy.
- If a full professor is recruited to the School, who does not otherwise qualify as a senior administrator, the person would qualify for a parking permit.
- The Dean is responsible for the parking policies and procedures in the School, and may make an emergency allocation that may disrupt the existing priority ranking.
4601 Public Health Deans Office
- Preferred permits (W, PD) are allocated to the Dean, Associate Dean, and possibly to others consistent with the operational needs of the School of Public Health.
- Remaining permits are allocated to all other personnel on the basis of a combination of State and SPH service. The formula used is years of SPH service plus years of State service. This measure recognizes State service but favors those with long SPH service.
4603 Computing and Information

Hospital Allocation Policy
Policy:
Parking resources available to the Hospitals have been severely limited during the past several years due to the level of construction and growth in the South Campus area and most of the University Community. To minimize the impact of the reduction in parking space during this growth period, Hospital Administration authorized funding to increase parking alternatives. Improvements have been made to transportation systems between the Hospitals and the Chapel Hill Transit Park & Ride Lots, the Hedrick Building Lot (PH Lot) and additional fare free bus services were added from remote campus parking lots to the Hospitals and ACC. These parking options have been provided without cost to employees. The purpose of this policy is to establish reasonable and fair procedures for distribution of UNC Hospitals’ portion of the parking allocation and available bus passes.
Objective:
Parking for patients, visitors and staff is an extremely important asset to the Hospital Campus. Competition for patients and staff members dictates that parking resources be judiciously distributed. With this in mind, the following procedures have been established to manage the parking system.
Procedures:
The primary criteria for issuance of permits will be an employee’s Total State Service Date.
- Employees who work only on evenings, nights and weekends as well as Hedrick Building Personnel are not affected by this allocation methodology. Day / evening rotators are employees working both 7:30 AM – 3:30 PM and 3:00 PM – 11:30 PM time periods. Night employees work between 5:00 PM and 8:30 AM.
- Employees who work between the hours of 7:00AM and 5:30 PM and who do not have an Evening Rotation will be prioritized based on Total State Service.
- If, during the course of the parking year, an increase in available parking permits arises, then those who use CHT Park’n’Ride lots will be given the opportunity to have Hedrick Building parking (PH Lot) and will then be placed onto the waiting list for on-campus parking. As with the other waiting list, the PH waiting list will also be organized by Total State Service.
- Permits turned in due to termination, LOA, etc., will be assigned to employees currently on the waiting list who are awaiting reassignment to their preferred parking zone. Permits that become available for the PH lot will be issued to those employees who at orientation are identified as not able to utilize Chapel Hill Park’n’Ride Lots.
- Critical recruitment areas may receive special consideration for on campus parking. Each year the Hospitals Parking Advisory Committee (HPAC) shall evaluate and recommend approved classifications for on campus parking consideration.
- Contract Employees: All contract employees must pay in advance of receiving a parking permit. Most contract employees will be prioritized for the PH lot. Contract management staff with 24-hour responsibility will qualify for an S-11 or CD permit. Traveling Nurses will be allocated space in the PH lot.
- Bus Passes – UNC Hospitals encourages the use of the Chapel Hill Transit bus system to reduce on campus traffic and improve efficient utilization of parking resources. In support of this philosophy, UNC Hospitals will purchase a bus pass for any permanent employee in lieu of a parking permit. The University has allocated a limited number of bus passes to the Hospitals. These passes will be distributed based on total state service and will be distributed to employees living outside the two-mile boundary, established by the University. Hospitals employees who do not qualify for on campus parking and living inside the boundary, will be issued a bus pass purchased by the Hospitals.
Termination Procedure
Employees terminating employment with the Hospitals must return parking permits, or bus passes to the Parking Office. Employees may obtain a temporary permit one-week prior to termination of employment. A $50 administrative replacement fee will be deducted from the last paycheck for permits, photo identification badges, or master keys not returned. Employees not returning bus passes purchased by the Hospitals will be charged for the balance of the bus pass.
Special Circumstances
Persons with special circumstances may be issued on campus parking by submitting a request form through their department head to the Division Director. The Division Director will review the request and forward it to the Parking Manager for consideration by the Hospital Parking Advisory Committee (HPAC). Each application will be evaluated on its own merits by HPAC.
Disability Parking Permits
All current disability applications will be reviewed prior to distribution of the 1999 /2000 parking permits.
